The first residents who will be dispossessed of their properties for the construction of the Thumanë-Kashar road, taken with a concession by the Gener 2 company, will be compensated in ridiculous amounts.

According to the request made by the State Expropriation Agency, a square meter of arable land that will be made available to Gener 2 for the construction of the road will be compensated from 163 Lek per square meter, up to 448 Lek per square meter.

The agency bases its request on the evaluation of arable land in a 2016 decision of the Government, while that of the evaluation of land properties in a decision of 23 years ago, even though the value of the land has increased several times since then.

But, in addition to the Expropriation Agency, Voxnews.al sources show that the project has been diverted in some parts of it, to avoid moving to land properties, which would cost more time and costs for expropriation, moving to arable land.

Sources say that the idea of ??relocating the route has been formally proposed by the company Gener 2. The latter won the concession after an unsolicited bid. The cost of the road, in a 2019 feasibility study of the Ministry of Infrastructure, was estimated at around 161 million euros, for 23 kilometers.

However, in its initial proposal, the Gener 2 company offered to build the road for 457 million euros. The proposal was appealed to the court. The government temporarily withdrew during the student protest, to return to the project, this time with the concession formula.

According to the approved formula, Gener 2 will cost about 225 million euros to build the road. In exchange, the company will install a beam on this road and collect tolls for each vehicle that passes, depending on tonnage from 2.5 to 9 euros for 35 years.

Not only that, the government guarantees almost 23 million euros in the first eight years if the company Gener 2 does not provide the minimum income set in the contract from the fees set for crossing the beam.

According to the company's business plan, over the 35 years that it will collect the toll for each vehicle, Gener 2 will benefit over 1.3 billion euros. Realistically, the figure can go beyond 2 billion euros if we take into account the increase in the flow of vehicles on this axis, but also the increase in the fee to pass.
