For several days, former Prime Minister Sali Berisha has been publicly demanding the resignation of the head of the High Justice Inspectorate, Artur Metani.
Berisha has issued a stream of accusations, naming Metan as one of the people involved in the incenerators' affair. Berisha's accusations are so pompous that he tries to convince that Metani is the "brain" of the incenators, a strategy berisha used even with Arben Ahmetaj, whom he later took to defense.
But even a child finds it easy to understand that Arthur Methane has no connection to the incinerator procedure.
What is the real reason why Berisha is calling for Arthur Metani's resignation? In fact, Berisha seems to have set his sights on the post metani holds, seeking to capture the ILD, one of the most important justice institutions in the country, which monitors all the activity of every prosecutor, including those of SPAK.
As Berisha himself says, the ILD is the "prime minister" of Albanian justice and the capture of this institution therefore means the capture of the entire justice system in the country.
The ILD is the institution responsible for reviewing complaints, investigating disciplinary violations and initiating disciplinary proceedings against judges and prosecutors of all levels, members of the High Judicial Council, members of the High Prosecutorial Council and up to the Prosecutor General.
Berisha seeks to seize this institution to blackmail SPAK prosecutors, who reportedly have the files of Shkëlzen Berisha and Jamarbre Malltezi. Both of these are indicted in SPAK both for the "Gerdec" scandal and the privatization of the Partizani complex in Tirana.
But if Arthur Metani leaves as Berisha demands, then the Justice Appointments Council should meet, to appoint a new candidacy, which would then go to Parliament to be voted on by a qualified majority. Here Berisha hopes to use his influence, as some KED members have strong ties with both Berisha and his ally, Ilir Meta.
The KED would have to propose three new names, which then go to parliament and the most voted elected as the new chairman of the High Inspectorate of Justice.
It is clear that Sali Berisha's ominous plan is to capture the ILD, an institution through which to attempt to capture and control the SPAK, to protect his family members with files for involvement in serious matters and major corruption.
That is why Berisha pressures Arthur Metani to leave the ILD, to make way for berisha's people to seize this institution and then to control justice.
