The Albanian Parliament has finalized the tender worth 750 thousand euros to clarify the speeches of the legislators. It seems that the election of Sara Mile, Zegjine Caushi, Arkend Balla, and many others as deputies for the first time, has been fortunate for the administration of the Parliament as well.

The tender in question has failed several times, as only in the last few days and after the May 11 elections, it has been finalized. Finally, the brilliant speeches of Zegjine, or even other Jews, some accused of being helped by certain groups, or even the speeches of former people of justice, will be made with Artificial Intelligence.

Now, they will not claim that one or the other sentence has been changed, where the clarification of the debates between Zegjina and Gaz Bardhi will seem more interesting. It seems that with the new entries, or even with the new technology, the level of debates in the Assembly will also rise.

But, will they think for themselves, say what they said in the campaign, or are they sitting in the MP's chairs to solve the people's problems?! They have the conditions for everything, at least in this 4-year term, where the current majority has all the numbers to change any law, as it needs only one vote from the qualified majority.

According to the documents available to VoxNews, in recent days the tender has been finalized with the object of "purchase of the audio-video data transcription system of the Assembly, based on artificial intelligence and maintenance service for 48 months". The allocated fund is about 750 thousand euros. The winner was announced by the economic operator "Brancha Semos AL" and with supporting entities "PC Store" yesterday "BitGenius".

In the accompanying documents, the Assembly writes that "with the latest developments and improvements in Information Technology and especially in Artificial Intelligence using algorithms and machine learning platforms, the Albanian Parliament has identified the need for a solution that will assist the parties involved in developing a platform that will assist them in transcribing all meetings part of the parliamentary activity (plenary session, meetings of parliamentary, permanent and special committees, and any other meeting of the forums of the Assembly), categorization of information, publication in all channels and documentation of parliamentary activity, thus responding to all stakeholders within the institutional commitment to strengthen transparency and promote democracy".

The Assembly writes that the disclosure of speeches manually, without the help of Information Technology is difficult and almost always requires strenuous efforts of the staff to cope with the high workflow. "The process of whitewashing with headphones and editing and correction takes time, in some cases it is even impossible to follow the pace due to the intensity of parliamentary activity. This leads to delays in compiling minutes in a timely manner," the documents say.

According to her, on the eve of technological advancements in the field of audio and text sound processing, the rise of Artificial Intelligence and all related technologies, the processing of a spoken language, its conversion into text, the annotation and categorization of information, becomes possible.

"The implementation of an intelligent transcription system and data annotations will allow the Albanian Parliament to automatically transcribe plenary sessions, committee meetings, aggregate, annotate and group speaker recordings, which will advance the agenda of strengthening legislative transparency through Information Technology, but not only," the document continues.
