The tenders for spraying against mosquitoes in coastal and urban areas are under investigation by the Special Prosecutor's Office and the Tirana Prosecutor's Office, where criminal proceedings have been registered. Not long ago, the head of the Public Procurement Commission, Jonaid Myzyri, appeared several times before SPAK investigators and prosecutors, while he was "stung" by small insects. He is suspected of abuse of office and favoritism towards companies participating in tenders, as he declared the winners of those who offered the most. In fact, Myzyri dared not even implement the decisions of the Administrative Court of Appeal, despite the fact that it was a final decision.

A frightening arrogance of Myzyr, as criminal proceedings have been registered against him and the company he always favors, NRG. VoxNews has been following these procedures and investigations, while in these lines we will focus on another affair of Myzyr and NRG, where he, with sudden decisions, has managed to clearly favor persons under investigation for smuggling.

VoxNews has learned that the owners of the NRG company, Italian Marco Genicco and his Albanian wife, Flutura Nuredini, are under in-depth investigation by the Tirana Prosecutor's Office for smuggling medications with which they carry out spraying against mosquitoes. So, on the one hand, the company wins tenders with zero sums through Myzyr's influence, and on the other hand, the medications with which it is supposed to spray the areas are imported illegally.

A scheme that is both criminal and detrimental to the state, which loses twice. Myzyri declares NRG the winner with the highest bid and the winning firm doesn't even pay customs duties!

File 3443\25 against NRG

In 2011, Italian Marco Genicco and his Albanian wife, Flutura Nuredini, founded the company NRG, initially under a different name. This company operates in the field of desinfections and disinfections, and even imports the products it uses.

Often, the firm has been accused of being significantly favored in tender procedures initially conducted by the Institute of Public Health, the Ministry of Health and now the Centralized Purchasing Operator. One of the most flagrant cases was the tender for spraying coastal areas, divided into several lots in 2023, as there was a fierce "war" between firms. The procedures conducted had other winners in the Public Procurement Agency and others (NRG) in the Public Procurement Commission. So, in the first instance, the APP always won the lowest bid, while in the PPC, the bid that had offered the most won, the NRG firm, with a great deal of "help" from Jonaid Myzyri, the head of the Commission. Firms that offered less were disqualified!

These procedures have sent Myzyrin and other members to SPAK several times, while in addition to the financial damage, there is also great damage to vacationers or accommodation structures on the coast, which "fight" every summer with annoying insects, which multiply rapidly. According to data from the IHP, in the last 12 years, the coast has been disinfected 4 times and in these 3 times, the tenders were won by the company NRG shpk, with the highest bid.

Meanwhile, surprisingly, with the development of the tenders, there has also been a strong "war" in law enforcement agencies and even in the courts. The police and the prosecution have acted several times, and there have even been reports against the NRG company for smuggling.

The Tirana Prosecutor's Office is investigating the NRG Shpk company and its owners. They have a file for product smuggling, and are being investigated under articles 171 and 173 of the Criminal Code, which provide for up to 10 years in prison. It is learned that the file bears the number 3443/25 and is in the preliminary investigation phase. According to the same sources, product smuggling has also been verified by the customs and anti-smuggling investigation of the Tirana Customs Directorate. It is learned that 93 liters of smuggled product have been seized from the NRG company in flagrante delicto. This product, without import and use permit in the Republic of Albania (after having entered illegally and criminally), if dissolved in water, translates into tons of insecticide, which would be used in various environments.

NRG has a fight with justice, but earns millions from Myzyri!

We noted above that the NRG company, which has won mosquito spraying tenders in recent years, is under extensive investigation for smuggling. Meanwhile, surprisingly, the same company has filed a complaint against other companies for violating the law. An absurd "war" that is being waged to cover its tracks.

But if you do smuggling yourself, you get caught red-handed, you get investigated, what can you favor? The scheme is clear, of Italian "masters" who, after coming to Albania, create a network and manage to penetrate important institutions. Marco, the Italian of NRG, has penetrated the KPP, catching Jonaid Myzyri, who likes to be caught, as he has also created a network of firms that he always favors, even those denounced by VoxNews.

In one case, the Public Procurement Commission disqualified a firm from the tender competition, after it had “falsified” documents. However, there was no decision from the prosecutor’s office, court, police or even from various ministries that proved the forgery. Myzyri very suspiciously took on the role of prosecutor, judge, police officer or even minister.

KPP e skualifikoi “Egian” dhe shpalli fitues NRG me ofertë 200 mijë euro. Vendime kurajoze të Myzyrit, i cili shpërfill këdo dhe i jep aforfe paratë kësaj kompanie. Madje, ai arrin që të vendosë se kujt do t’ia shpërndajë paratë, sikur të ishte një bankë dhe jo një institucion shtetëror, i cili vepron me ligje dhe rregullore. Por, Myzyri duket se s’ka frikë as Prokurorinë e Posaçme dhe tashmë Prokurorinë e Tiranës, të cilat i kanë hapur hetime dhe ai as do t’ia dijë!

NRG, fiton miliona por me fitime minimale

Paradoksi i firmës NRG, e cila në 12 vitet e fundit ka fituar shumicën e tenderëve të spërkatjes së bregdetit, qëndron se nga njëra anë marr miliona euro nga shteti dhe vetë shtetit i deklaron të ardhura minimale. Të ardhura që nuk i kanë as kafenetë e vogla të lagjeve në një vit kalendarik.
