
A firm operating mainly in Himara and Saranda, much favored by the former imprisoned mayor of Himara, Jorgo Goro, and the current mayor of Saranda, Oltion Çaçi, has been banned from tenders for a year. The reason is that it used false data, suspected of being falsified, in a tender it won a few months ago.
According to documents available to VoxNews, this company is owned by Ms. Fotini Rondo, as it has won dozens of tenders from the Municipality of Himara, the Municipality of Saranda or even the Waterworks of these cities. During the time when Himara was run by Goro, the owner's son Elton Rondo worked as a lawyer in the Municipality of Himara. And this connection helped him a lot to get big contracts.
Meanwhile, after Goro's imprisonment, Fotinija and Elton's attention was focused on Saranda, where they live. In recent years, the firm has won tenders from the Municipality and the Saranda Water Supply Company, where a procedure "ate" its head.
On June 9, 2025, the Public Procurement Agency issued a notice that it had initiated an administrative proceeding to exclude the economic operator "Cogren" shpk from the right to win public contracts.
According to the PPA, the proceeding came “for misinformation for qualification purposes in the procurement procedure with the object of 'reconstruction of the water supply network of the village of Çiflik and construction of a well'”. The limit fund of this procedure was 37,892,769 lek, or about 380 thousand euros.
The tender was made by the regional company Water Supply- Sewage Saranda sha, on September 10, 2024. "The reasons for initiating the administrative proceeding were based on the letter dated February 4, 2025, sent by the company 'Mane/S' shpk.
"At the end of the administrative proceedings initiated, it was concluded that we were in the conditions of Article 78/1/a of the LPP, which provides that: 'The Public Procurement Agency excludes an economic operator from the right to win public contracts for a period of 3 to 3 years for misinformation and submission of documents containing false data for qualification purposes."
In the end, the APP decided to exclude the economic operator "Cogren" shpk, from the right to win public contracts, for 12 months from the entry into force of this decision.
A few months ago, the tender that disqualified the Rondo family firm was finalized. It is learned that the firm "MANE/S", which later appealed, participated in that procedure with a bid of around 300 thousand euros, BOE "COGREN" and "JOGI" with a bid of 315 thousand euros, and "ASI-2A CO" with a bid of 335 thousand euros.
The lowest bid was made by the firm "MANE/S", but it was later disqualified, while there were also decisions from the KPP but that did not change the result and ranking. Meanwhile, some time later, the firm that offered the least complained and "discovered" that the Rondos had submitted false documents.
Meanwhile, in the same period and from the same institution, the firm "Cogren" won another procedure from the Saranda Water and Sewerage Authority. The documents that VoxNews has researched refer to the procedure "construction of a distribution network in the village of Gjashtë, Saranda Municipality" with a fund limit of 435 thousand euros.
Even in this procedure, the Rondo firm did not have a lower bid, but it still won in a very suspicious manner. Did it present false data and documents in this procedure as well?!
Not only in UKS, but the Cogren firm also won a tender from the Municipality of Saranda. On February 17, 2025, before the ink had dried on the tender papers from the Water Supply Company, the firm owned by Mrs. Fotini Rondo was announced the winner of a tender for electoral asphalt that was used in Saranda.
The object of the procedure was “reconstruction of internal roads and stairs in the neighborhood above Fifth Street”. The fund for this procedure was 125 thousand euros with a duration of 2 months, where the roads were supposed to be ready in May 2025, when the parliamentary elections were held.
Meanwhile, for years, the firm "Cogren" easily won tenders in the Municipality of Himara, during the time when that municipality was headed by Jorgo Goro, now in prison for abuse of office. In Himara, the Rondots won tenders for water supply, cleaning, roads and even cemetery maintenance.
