A few days ago, the Tirana police announced that they arrested a 43-year-old man for trying to bribe the director of the Regional AKU in Tirana (National Food Authority).
According to the police, the 43-year-old owner of a dairy offered Elban Zavalan a sum of money in order to facilitate the procedures for testing the products of his dairy.
The event passed without any great attention, even though food security remains a permanent challenge that is reflected with strong doses of criticism even in the annual progress reports of the European Commission.
In these reports, the Commission recommends several steps, which are mainly technical and related to the legislation, but not to its implementation.
But, more than a matter of legislation, food security in Albania is a matter of desire and will to implement it.
There are AKU leaders who implement it meticulously, there are others who neglect it and there are those who implement it for narrow personal and corrupt interests.
As a division, the regional directorate of AKU in Tirana, directed by Elban Zavalani, protects almost half of the Albanian consumers.
This directorate also has the main attention regarding the staff, its financial treatment as well as meeting the technical and logistical conditions to exercise this duty.
Is the AKU of Tirana up to this task?
Preliminary data provided by VoxNews.al sources within this directory suggest not. The sources raise doubts that the head of the AKU is aware of a fining scheme that the inspectors subordinate to him apply to businesses.
The scheme, according to the notification received in the editorial office of Voxnews.al, is simple.
Businesses that are caught with violations for which the legislation provides for a fine, are threatened by the inspectors with a lawsuit in the Tirana prosecutor's office, where the head of the AKU of Tirana has a family member in the function of prosecutor, if they refuse to pay the " fine in hand " .
The denunciation received by Voxneës.al requires a more in-depth investigation, while the head of Tirana's AKU was also accused by the opposition in the middle of July for blackmail and fines against businesses.
Near our editorial office, there are dozens of cases of denunciations by subjects when AKU inspectors have turned into taxi drivers.
The new head of AKU, Edmond Rrushi , even though he tries to reform the institution that deals with food safety, has the Tirana branch completely out of control.
In the following, we will publish many denunciation cases related to Tirana's AKU, and the list of subjects where the inspectors go and then receive a phone call from the directorate to leave without leaving any findings.
