Subsidies for the water bill, how compensations for families in need will be

Families in need, or those recognized as a category in the law on social assistance, will be compensated for a value of 5 m³ of water per month as a minimum vital amount.

The water utilities for each family that deduct this amount from the monthly bill will receive this amount in the form of subsidies from the National Agency for Water and Sewerage.

An instruction of the Ministry of Infrastructure and Energy approves the methodology that will be used for the distribution of subsidies where, in addition to the compensation that goes to families in need and that will be withdrawn from water utilities as a subsidy, the payment of electricity is also taken into account.

Specifically, in the first two points, the methodology underlines that "The subsidy will be distributed by the National Water and Sewerage Agency (hereinafter AKUK) in the amount planned in the annual budget law, in accordance with the budget item subsidies, with economic account (603) and all other additions made by decision of the Council of Ministers. The subsidy according to point 1 of this methodology will be distributed to subsidize the consumption provided for in point 4 of this methodology, for categories in need".

But what are these needy categories actually? According to Article 7 of the law on social assistance, there are five categories such as

a) families in need, who have no income or insufficient income;

b) orphans, who are not in social care institutions;

c) parents with more than 2 children born at the same time, who belong to families in need;

ç) victims of trafficking, after leaving the institutions of social care, until the moment of their employment;

d) victims of violence in family relationships, for the period of validity of the protection order or immediate protection order, who are not treated in social care institutions.

Specifically, these categories will be compensated at the rate of 100% for the invoiced value up to the amount of 5 m³/month (five cubic meters per month) of drinking water per contract, to meet the minimum vital level.

For these categories, the fixed fee, sewerage and urban wastewater treatment fee will be subsidized. The discount for the categories defined in point 3 of this methodology is made automatically in the monthly invoice generated by the relevant water supply and sewerage company.

The compensation according to point 5 of the methodology is given only once for a family, regardless of whether they may consist of persons who are included in more than one of the groups of point 3 of this methodology, or have more than one member who the right to benefit arises.

As for the subsidies and where they are oriented, the methodology underlines that "the priority for the use of the fund by joint-stock water supply and sewerage companies (regional or not) is as follows: a) The companies use the fund to allocate each month, through a deduction of 100 % in the water supply and sewerage service of the categories defined in point 3 of this methodology, up to the amount of 5 m³/month; The remainder of the subsidy fund, if applicable, will be used by the UK utilities to cover the cost of electricity, provided that the utilities have over 75% of the water production volume with mechanical lifting.

The evaluation of subsidy needs is made by AKUM based on the documentation submitted by the water supply companies.
