The eight companies united in a single one that was announced as the winner of the 35-year concession of design, construction, operation, maintenance, rehabilitation and transfer of the Lekaj-Konjat-Fier road segment were expected to collect about 1.3 billion euros in the basic revenue scenario.

At least this is the scenario of the government documents in the opening phase of the competition in August this year. What would make the difference in the selection of the winner would be the expectation of the guarantee provided by the state to the company, the reward and its percentage provided in the offer of the companies.

But it seems that the pressure to move away from this basic scenario in favor of the state does not seem to have been very great as long as there was only one bid in the race. It remains to be seen what is the offer made by the merger of companies in relation to the one presented in the first phase by the government. The same documents provide for support from the government in case of traffic failure. The total for 17 years, according to the documents, is estimated at a maximum of 32.5 million euros.

The said concession envisages the construction of a road with a length of 46 kilometers with an investment value of 320 million euros without VAT. The route will follow the existing route and is divided into two sections.

Section Luzi i Vogël / Lekaj – I/C Rrogozhinë

"This section is part of the existing road segment with a two-lane carriageway with two directions of movement 2×2 (SH4). Although separating traffic is provided, no emergency lanes are provided. The total length is about 8 km.

The section will be upgraded to a Category B road segment, and a "trumpet" junction is proposed to replace the existing roundabout between national highways SH4 and SH7 (respectively AIC and Corridor 8)," the document states.

Rrogozhine section – the beginning of the Fier Bypass
