The Strategic Investments Committee has approved the granting of strategic investor status for two projects.

The first is a tourist resort in Lalëzi Bay for which the transfer of at least 90,000 square meters of state land for the development of the project has also been approved.

Referring to the decision of KIS, the investor for the project is "Omnix Albania" sh.pk, a company where three other Albanian companies Matrix Konstruksion, Klar and RDA PETROL and the investor Jamal Abdulsalam MAbuiss are shareholders.

The company in question is the same one that made headlines a few years ago when the Lebanese investor Fadi Mitri was attacked and declared that he would withdraw from this investment.

KIS decision for the resort

"The project consists of a luxury complex that includes a residential park, a boulevard, a 5-star hotel, water park, children's club, beach club, etc.

The investment value of the investment project "Tourist resort located in Lalëzi Bay" meets the criteria provided by the legislation for strategic investments and is expected to be around 216 Euros, says the KIS decision.

Likewise, in the same document, it is argued that 252 people are expected to be employed.

Specifically for the issue of the land where the project will be located, the decision underlines that "in accordance with the legislation on strategic investments, namely Article 21, Article 22, Article 27 and Article 29 of Law No. 55/2015 "On strategic investments in the Republic of Albania", as amended, the support measures given to the strategic investment project are as follows:

a) The supporting measure for carrying out the procedures with priority and within the accelerated deadlines is approved, in accordance with the legislation on strategic investments;

b) The support measure of assistance is approved in relation to the granting of permits, licenses and authorizations necessary for the realization of the project, in accordance with the deadlines provided by the strategic investment legislation;

c) Miratohet në parim masa mbështetëse konsolidim toke si dhe dhënia e së drejtës së përdorimit dhe shfrytëzimit të sipërfaqes prej 90 030 m2 të fondit pyjor kullosor, me pronësi Republika e Shqipërisë.

ç) Miratohet të hiqet nga sipërfaqja pyjore kullosore prej 60,000  m2, sipas legjislacionit specifik sektorial për pyjet e kullotat, referuar Aneks 1 të këtij vendimi, e ndarë si më poshtë: i. 15,800  m2 në pasuritë pronë shtetërore me nr parcele 182; 152/43 dhe 178/44; dhe ii. 44,200  m2 në pasuritë pronë private, në pronësi të Shoqërisë “Omnix” Albania” shpk, me nr. parcele 181; 178/39 dhe 178/41” thuhet në vendim.

Investim strategjik në agroturizm

KIS ka miratuar edhe një vendim për t’i dhënë statusin e investimit strategjik një projekti që lidhet me agroturizimin.

Subjekti që do të bëjë investimin është “Zagroturizëm” sh.p.k që do të zhvillojë projektin “Zagorturizëm” me një vlerë rreth 5.5 milionë euro. sipas përshkrimit të bërë në vendim investimi parashikon  ndërtimin e një hoteli me 62 dhoma si edhe një sërë mjedisesh të tjera çlodhëse, rekreative e bujqësore. Hoteli do të ketë një sipërfaqe prej 14,404 m2 dhe një lartësi që varion nga 1 në 4 kate me 1-3 kate nën tokë.

“Përveç sipërfaqes së strukturës së hotelerisë, të cilën subjekti e disponon me kontrata qiraje, projekti përfshin edhe një vresht me sipërfaqe 15,000  m2, një kantinë për prodhimin e verës, një pemëtore me drufrutorë të ndryshëm me sipërfaqe 15,000  m2, një sipërfaqe e sistemuar për mbarështimin e kafshëve, një sipërfaqe e sistemuar përmbarështimin e shpendëve, një qendër për rafting, terrene sportive me sipërfaqe 1,899 m2, një pishinë e jashtme me sipërfaqe 1,100 m2, pesë vila druri me sipërfaqe totale 350 m2 , një hapësirë natyrore për shëtitje dhe rekreacion, si edhe rrugë, shtigje e shkallare të brendshme për qarkullimin e këmbësorëve” thuhet në vendim.

Regarding the ownership that will be transferred to the investor, the KIS decision states that there is a need for updates and on-site verification of the surfaces in order to come up with an accurate figure./monitor
