
The last four meetings of the National Council for Territory and Water have reviewed several hundred requests for construction and development permits, including tourism, residential, public infrastructure, energy and transport interventions.
At the meeting on March 30, 2026, a request for an extension of the construction permit for the Tirana Incinerator stands out. The project, which carries behind it entire investigative files, still remains in its first phase despite hundreds of millions of euros that have gone towards these projects in the country.
Specifically, the KKTU decision specifies "Permit to extend the deadline of the Construction Permit for the facility: "Construction of landfill, incinerator and rehabilitation of existing landfills, Phase 1", located in the municipality of Tirana, with the developer company "Integrated Energy BV SPV" sh.pk".
Meanwhile, at the same meeting, requests for projects on the coast, whether for tourist villages that are actually more residential projects or for multi-storey buildings, stand out. Thus, permits have been requested for construction in Palasa, Himara, Saranda, but there is no shortage of them in Shëngjin either.
What is striking is that multi-storey buildings are also becoming normal for the coastal area. The requests of the subjects in Shëngjin are for 17-storey or even 27-storey buildings, while in the Golem area there are a series of buildings "24 floors above ground, aparthotel and service buildings 8, 11, 16 floors above ground and 3 floors underground". The same situation is in Vlora.
At the meeting on April 17, the list highlights several permits for construction in Tirana, mainly with a residential function, which start from a few floors up to 45 floors, while there are also towers such as "Hotel 36 floors above ground and 3 floors underground", located in Qerret, Kavaja Municipality", "Multifunctional structure, hotel and residential with 18 floors above ground and 1 floor underground with swimming pools", located in Velipojë.
Also noteworthy is the permit for a brand name structure that will be built within one of the entities that has received strategic investment status. It is the "Grand Hayatt Palace" Tourist Resort with a hotel, casino and services facility, with 1-7 floors above ground and 2-8 floors underground, located in the Himara Municipality.
Also in Saranda, the request for permission "Kalyx, 5-star hotel with 20 floors above ground and 4 floors underground", located on "Idriz Alidhima" Street, stands out. In Shëngjin, there are two other projects such as "Lyonesse Tower" with 1,2,3,15,19, 20 floors above ground and 2 floors of underground parking", located in Shëngjin, Lezha Municipality and "Structure (housing, services, hotel) 1, 7, 8, 9, 14, 15 and 20 floors above ground and 3 floors partially underground", located in Shëngjin Mountain, Lezha Municipality.
In the next meeting on April 24 and April 29, requests for permits for multi-storey buildings in Tirana but also in other regions such as Fushë Krujë, while the coast is leading, such as a residential building and a hotel with 33 floors above ground and 4 floors below ground, located in the Municipality of Vlora.
