With a ceremony that could rival any NATO summit in terms of seriousness and pomp, the OSCE Presence in Albania has organized the second regional meeting of experts to discuss...improving the regulatory framework for police dog units.

The event of March 1, which overshadows two important summits held in Tirana, would go down in history as a valuable contribution not only to regional security, but also to international diplomacy.

The event, which brought together elite police dogs from all over the Balkans and beyond, was reported in detail by the semi-official media.

“Given the similar challenges facing our region,” said an OSCE official with a seriousness that would make even a member of the Constitutional Court laugh, “these meetings serve as a platform for the exchange of knowledge among dogs benefiting from OSCE aid projects.”

Meanwhile, a senior representative of the Ministry of the Interior emphasized the importance of these meetings for "increasing the capacities of the Border Police and Migration".

But the real star of the workshop was the newly designed training manual. Such a document, prepared "in accordance with international standards and according to the needs of the State Police," is of such quality that it can make the Harry Potter books look like second-hand literature.

The manual will serve as a tool for the professional development of all police dog handlers and trainers, equipping them with the skills necessary to detect illegal firearms, ammunition and explosives.

Just imagine for a moment if, with EU funds and under the auspices of the OSCE, the dogs present were also trained to sniff out dirty money, drugs, and why not vote buying.

A dog that sniffs out dirty money gives a practical contribution as valuable as all Money Val's recommendations for Albania. Similarly, sniffing money in stovepipes, safes or the walls of the houses of public servants, dogs would be the heroes of the money laundering war.

As for the smell of strong drugs or cannabis, the dogs here, thanks to the experience gained during the mandates, could train the dogs of the region and beyond.

Another great contribution dogs (if properly trained) can make to combat the ugly phenomenon of vote-buying. With this contribution, 90% of the OSCE-ODHIR recommendations for every election in Albania are fulfilled

The new training manual would include entire chapters devoted to advanced sniffing techniques for detecting and identifying individuals involved in vote buying and selling.

"A New Chapter in the War Against Corruption: Police Dogs and Their Extraordinary Abilities" would be a booklet that would be eagerly read by everyone from senior government officials, party leaders, MPs, to to ordinary citizens who want to see change.

Think for a moment of a world without drugs, without weapons, without dirty money and without buying and selling of votes". Albania has chances to be the first country to become heaven on earth.

The country needs EU membership. But according to the last OSCE seminar, it is more worth investing in dogs than in Artificial Intelligence.

The investment is long-term because when you throw money into this sector, you have invested not only in today's dogs, but also in dogs and the sons of dogs.

The only danger in this scenario is that after training the dogs (also for drugs, dirty money and vote-buying) and preparing the relevant manual, the OSCE will be out of a job.

After all, revolutionary projects have always created social problems!

PS When the earthquake happened in 2019, it turned out that we didn't have any dogs. The dog arrived from Kosovo. For the next earthquake, we are sure that if not, we will definitely have an excellent manual!
