After the failure, Minister Manja said that they will continue to insist on seeking individual votes in the Assembly, among those he called "responsible deputies".

Indeed, more than how this bill will be passed, the truth must be revealed as to why it failed.

The Democratic Party gave its consensus in principle to the law and presented its conditions.

The point that the SP did not agree on is that the Democratic Party demanded amnesty for the protesters until 2020, that is, before the division. From the conditions presented by Enkelejd Alibeaj, Ervin Salianji also did not benefit from the amnesty, whose trial has been postponed for three years under political pressure, bringing back the standard of the trials of January 21, when guards filled the hall and the judge trembled with fear.

Faced with this situation, the deputies of Berisha offered a pact, at first sight individual, but with political support behind, through a deputy of Devolli, which extended the limit of convicted protesters until 2024, created opportunities for Salianj's amnesty and violated eye of the socialists for any of them in his name.

That was the whole bargain.

The idea was that the socialists would approve Alibeaj's proposals in principle and individually add the proposals of Berisha's deputy, and in the end, when the amnesty was granted, the PD would appear as a traitor for cooperating with Rama, but on the other hand, Berisha would end his troubles by take out the chestnuts with the hands of PD.

So at the center of this quarrel lies the fact that the democrats do not agree to grant amnesty to each other and as a result, the general amnesty failed here.

Salianji, who on the one hand acts as a principle and accuses Basha as a traitor, himself tried to secretly win amnesty with Basha's votes, while PD, even though it has the right in principle not to vote for the law, which serves Salianji and Berisha, did not he has a principled attitude towards the amnesty bandage, as he also has a clientelistic one.

But it is clear that PD has the right not to forgive Salianji while Salianji himself is trying to secure next year's salary as Berisha's deputy, cursing PD.

Socialists, for their part, are proving that they have no negotiators for such laws. It is political immaturity to go to the session with the chatter of sleazy deputies who take some money to get someone out of prison and promise a vote in the Assembly. In principle, the socialists must seek the political consensus of the Democratic Party, sufficient to make the votes and the debate about their conditions must be transparent.

As long as they have decided not to have cooperation relations with Berisha, they have no reason to bargain with deputies who want to get what they can get from this situation in the Parliament.

It is clear that the amnesty failed for Salianj. And in fact it is worth failing for him, as it is the worst example, how justice in Albania has two standards, the standard of SPAK and the Special Court on the one hand, which put you in prison without starting the investigation, and the standard of Salianj, who has been sentenced to prison and they have not been able to do the appeal session for three years, only because of the political pressure of his gang.

So don't ask for amnesty for the ordinary prisoners, without amnesty between Berisha's political prisoners, who are hostages of him and the other party. In this case, the defendant Salianji.
