The Special Prosecutor's Office against Corruption and Organized Crime has conducted investigations within the framework of criminal proceedings no. 235 of 2020 and at the end of them on 25.07.2023 it was addressed to the Special Court of First Instance for Corruption and Organized Crime with request for sending the case for trial in charge of the defendants:

• Irgen Kërçuku, accused of having committed the criminal offense "Passive corruption of persons exercising public functions", provided for by Article 259 of the Criminal Code, according to the provisions of this provision at the time of the commission of the criminal offense.


• Aleksandër Laho, accused of having committed the criminal offense of "Active corruption of persons exercising public functions", committed in cooperation, provided for by article 244 and 25 of the Criminal Code.

In the analysis of the investigative actions carried out, it has been proven beyond any reasonable doubt that the defendant Irgen Kirçuku, on duty at the time of the commission of the criminal offense, state attorney at the Local State Attorney's Office, received an irregular benefit in the amount 900,000 (nine hundred thousand) lek from the defendant Aleksandër Laho otherwise known as "Rumi", to perform an action related to his duty, specifically not to participate in the court process with the litigant party, the plaintiff Pal Seçuni, the defendant party ZVRPP Durrës and the third party, the State Bar, as well as not to carry out an action related to his duty, specifically, not to file an appeal in the Court of Appeal, for the decision of the Court of First Instance of Durrës.

The defendant Aleksandër Laho, in cooperation with other persons, gave an irregular benefit in the amount of 900,000 (nine hundred thousand) ALL to the state attorney in the Durrës local office, to the defendant Irgen Kirçuk, for him personally, with the purpose of carrying out a action related to his duty, specifically not to participate in the court process with plaintiff party Pal Seçuni, defendant party ZVRPP Durrës and third party the State Bar as well as not to perform an action related to his duty specifically, not to file an appeal in the Court of Appeal, for the decision of the Court of First Instance of Durrës.

The investigative actions of this criminal proceeding were carried out by the investigators of the National Bureau of Investigation under the direction and control of the Special Prosecutor. Investigations continue in a separate proceeding for other criminal facts.
