The case of the rector, Ilirjan Mandro, is a specific case of passing the vetting with several flags of illegality, where the most flagrant case is that of the unauthorized construction of a three-story villa with a total area of 453.3 m2 located on a plot of land with an area of 543 m2 divided into 3 floors, ground floor with an area of 140.9 m2, first floor with an area of 154.7 m2, second floor with an area of 157.7 m2 revalued in the amount of 48,873,347 lek according to the mandate dated 22.10.2013.
According to Mandro's statements, this facility was built over the years and there is no way to justify the income for the construction in question. The vetting body took this property for granted and passed it without explaining the sources of income. Despite the vetting report, which approved the figure of the current rector of the Security Academy, it is clearly evident that there is a willingness to pass a subject who has built a mansion without finding the sources of income.
According to information received from Mandro's colleagues, as well as his students, it is learned that the academy's students, who were contributors to the construction of this villa, contributed to this construction with "voluntary" work.
Many of them react in revolt over the mechanism that this professor had set up to enlist his students to help with various tasks, starting from preparing mortar, laying bricks, loading and unloading cement and materials that served to erect the professor's mansions that he was building without permission in Student City.
Many of Mandro's colleagues considered it scandalous to exploit Academy students to build the 453 square meter villa.
And so Mandro built the sheikh's tower brick by brick, while brick by brick the careers of the students from Katranjo were also built, who thanks to their exemplary selflessness with mortar and bricks became the future chiefs and directors of the police. A joke about this phenomenon circulates in the circles of former Mandro students.
While the students who were building the villa while working for their professor were disturbing the students, an outraged girl told them to keep calm as it was exam season.
The epic response of the future State Police cadre was: "Why don't you see that we are also doing the season"? Ilir Mandro is the typical character who has built his wealth on dubious economic values, while many judges and prosecutors have been overthrown in the judicial vetting for illegal construction of extensions. However, new information has emerged after our writings from various voices in the police ranks, that the source of labor for the Rector of the Academy's palaces may have been students, since the vetting did not do any cost analysis for a lecturer with a mediocre salary that was not enough to live on, let alone build a villa. / today
