"Sueli has neither a house nor a land"/ The Municipality grants permission for a NEW food market to the father of the STRONG man of Elbasan! (Rama's visit and the Prime Minister's promise)

In front of the heavy metal gate of the Agro-Food Market in Elbasan , about 3 kilometers from the city center, the place of the merchants has been taken by a group of vigilant boys in their 30s.

This reporter had not yet gotten out of the taxi when one of them motioned for me to come closer with a wave of his hand and demanded to know why I was there.

“Go away, you have no one to talk to,” he said when he learned he was dealing with a journalist. “The market is closed.”

Surrounded by concrete walls and high railings, the building resembles a high-security fortress more than a fruit and vegetable market.

Beyond the iron gate, people can be seen entering and exiting the warehouses.

Someone whistles from inside and the man changes his stance.

Two more boys in black sweatshirts emerge from the gate and, after introducing themselves as guards, repeat the interrogation.

"Talk to the owner," they say after losing interest and walking away.

The Agro-Food Market is the only one of its kind in Elbasan and is owned by the company " Çela P " owned by Petrit Çela, the father of Suel Çela, who is wanted by SPAK as the head of a criminal organization accused of being involved in international drug trafficking, assassinations, money laundering and corruption of local officials .

In addition to its official function, the market also served, according to SPAK, as the base of the suspected criminal organization between 2020-2022; a place untouchable by the police, where secret meetings were held and occult orders were given.

However, the notorious reputation and an open investigation by SPAK did not prevent the Municipality of Elbasan from approving on January 24 the expansion of the territory through a second permit for an agri-food market in favor of Çela's father's company.

The Municipal Council's decision justifies the permit with the development of the agricultural sector and the stimulation of " innovation and cooperation among farmers ."

When questioned by BIRN, Elbasan Mayor Gledian Llatja called the approval of the permit “a standard procedure ” and insisted that there were no requirements in the law that prevented a company linked to a suspected criminal organization from obtaining the permit.

"A request was made by a private entity, on private property, for the construction of a public market and it was approved by the Municipal Council, as it requires a permit from the Council," said Llatja.

The Head of the Special Prosecution Office, Altin Dumani, said that he did not comment on the actions of other institutions or on matters under investigation.

Meanwhile, Petrit Çela told BIRN that his assets were legal and had no connection to his son, whom he said he had been "separated from for fifteen years and without seeing for three years."

Çela also claimed that his company generated millions of lek as a product of his work as a trader since the early 1990s, while denying the accusations that the Special Prosecution Office has filed against his son.

"There is neither a house nor a land," he claimed.

The accusations against Suel Çela

Elbasan in Central Albania is the country's fourth largest municipality, but over the last decade it has gained a reputation as a crime-ridden city.

In October 2020, Prosecutor General Olsian Çela declared from Elbasan that it was unacceptable that the city was turning into "a war scene between organized crime gangs."

Part of this war is attributed to the suspected criminal organization led by Suel Çela, a 37-year-old man who has been declared wanted twice in the last two years by the Special Prosecution Office for organized crime offenses.

Opposition leaders have accused Suel Çela of having previously been involved in electoral campaigns and helping the Socialists secure votes in the elections.

 After the SPAK operation in November 2024, the Democratic Party accused Prime Minister Rama of appointing the sister of two members of his group to a high public position.

Çela's criminal activity originated almost two decades ago in Italy.

He was first convicted at the age of 17 by the Turin Court in 2005, after being caught with 510 grams of cocaine.

Çela was again declared wanted in 2007 by the Livorno Court for violating narcotics legislation and was sentenced in 2013 to 4 years and 7 months in prison and a 26 thousand euro fine.

In Albania, Suel Çela has been on the police file since 2013, but has not been convicted by justice.

There are currently at least two arrest warrants for Çela; the first issued in May 2022 following investigations and the testimony of the repentant Nuredin Dumani, and the second in November 2024, based on communications on SKY ECC between him and 20 other suspected members of the organization, also under indictment.

According to SPAK, Çela entered into a war with the rival organization led by life-sentenced Ardian Çapja, who is accused of organizing several assassinations with the aim of taking control of the city of Elbasan.

SPAK also claims that Suel Çela's entire activity was financed by international cocaine trafficking from Latin American countries to countries such as Germany, the United Kingdom, Italy, Belgium and the Netherlands.

His organization is also accused of alleged corruption of officials in the police, the judicial system, and the media.

Çela i tha BIRN se fondet e AZHBR-së për subvencionimin e interesave të kredisë iu premtuan direkt nga kryeministri, Edi Rama.

Rama e vizitoi tregun Agro-Ushqimor të Çelës në korrik të vitit 2014, i shoqëruar nga ministri i kohës i Bujqësisë, Edmond Panariti dhe drejtoresha e AZHBR, Suela Popa dhe e vlerësoi atë si një shembull që duhet shpërndarë “nga veriu në jug”.

“Më tha po këtë të fundit (kredinë) sa e ke? I thashë kam nja 236 milionë të vjetra,”kujton Çela. “Mirë”- tha, 70% të interesave do i paguajë shteti,”, citoi ai kryeministrin.

Por Çela pretendoi gjithashtu se AZHBR nuk e mbajti fjalën.

Sipas transaksioneve të thesarit në faqen e Ministrisë së Financave, kompania “Çela P” përfitoi 1 milionë lekë si mbështetje nga AZHBR, me përshkrimin “Subvencion normë interesi” gjatë viteve 2014-2015. E pyetur nga BIRN lidhur me pretendimet e ndërhyrjes së kryeministrit dhe procedurat e ndjekura në dhënien e subvencionit, Kryeministria nuk u përgjigj deri në publikimin e këtij shkrimi.

Edhe pse kompania “Çela P” kontrollon të vetmin treg agro-ushqimor në bashkinë e Elbasanit, Çela thotë se prej një viti ka parë nevojën që të zgjerojë aktivitetin dhe ka marrë me qira toka shtesë në afërsi të tregut aktual, i cili sipas tij nuk ka më kapacitete për hapësira tregtimi.

Për të siguruar lejen për këtë treg të ri, Çela paraqiti një kërkesë në Bashkinë e Elbasanit në 16 janar 2025 dhe leja u miratua brenda një kohe rekord më 29 janar nga Këshilli Bashkiak. BIRN mësoi se anëtarët e Këshillit Bashkiak të Partisë Demokratike në opozitë nuk e votuan lejen, por disa prej këshilltarëve iu shmangën pyetjeve në lidhje me këtë rast dhe refuzuan të komentonin.

Bashkia e Elbasanit e mbrojti lejen në një përgjigje me shkrim, ndërsa tha se e kishte miratuar atë pasi kishte kryer verifikime burokratike në Qendrën Kombëtare të Biznesit si dhe pagesat e detyrimeve fiskale.

“Për argumentat e tjera të prashtruara nga ana juaj dalin jashtë funksioneve të bashkisë”, tha Bashkia duke iu referuar lidhjeve të kompanisë me organizatën e dyshuar kriminale të drejtuar nga Suel Çela.

Hetime të mbyllura

Suel Çela dhe rrethi i tij familjar i janë nënshtruar dy hetimeve pasurore në të shkuarën, por në të dyja rastet, çështjet u pushuan nga gjykatat.

Procedimi i parë penal është regjistruar në vitin 2018 nga Prokuroria e Elbasanit, pas një referimi të nisur nga Drejtoria Vendore e Policisë për veprat penale të falsifikimit të dokumenteve, shpërdorimit të detyrës dhe pastrimit të produkteve të veprës penale, ndërsa procedimi i dytë u regjistrua mbi bazën e aktit normativ të qeverisë, i cili i parapriu Operacionit Forca e Ligjit në vitin 2020.

Në procedimin e vitit 2018, Drejtoria e Policisë së Elbasanit ngrinte dyshime mbi mënyrën e përfitimit të truallit në tregun agro-ushqimor dhe investimet e kryera për ndërtimin e tij, që kapnin një kosto mesatare të përllogaritur në 162 milionë lekë.

Por Prokuroria e Elbasanit arriti në përfundimin se fakti nuk ekziston dhe procedimi u pushua në shkurt të vitit 2022 përmes një vendimi të gjyqtares Pajtime Fetahu. Vendimi u bazua kryesisht tek analiza e një eksperti për të ardhurat dhe shpenzimet nga kompania “Çela P”, të cilat u vlerësuan si të ligjshme.

Gjyqtarja Fetahu u arrestua nga SPAK në nëntor të vitit 2024 gjatë operacionit kundër organizatës së Çelës, e akuzuar se u korruptua prej saj.

Vendimi i gjykatës për masë sigurie tregon se ish-gjyqtarja kishte një marrëdhënie të gjatë dhe mjaft miqësore me Suel Çelën me të cilin shkëmbente herë pas here mesazhe përmes aplikacionit Sky ECC dhe se kishte ndihmuar atë kundrejt parave, për të lehtësuar bashkëpunëtorët e tij të arrestuar dhe ndëshkuar armiqtë në përpjekjen për kontrollin e qytetit të Elbasanit.

Hetimi i dytë pasuror nisi në mars 2020, pasi Policia sekuestroi gjatë operacionit Forca e Ligjit dy automjete Land Rover në pronësinë e babait dhe vëllait të Suel Çelës.

Të dyja automjetet iu rikthyen pronarëve në mars të vitit 2021, pasi prokurori i SPAK, Ened Nakuçi dhe gjyqtarja Irena Gjoka vlerësuan se ato ishin blerë me burime të ligjshme.

Petrit Çela nga ana e tij këmbëngul se e ka të dokumentuar pasurinë dhe se ka ruajtur të gjitha faturat dhe ka letra për çdo marrëdhënie financiare, përfshi shuma të konsiderueshme të marra kredi.
