SPAK has confirmed the famous Arbuas meeting, about which there has been much mystery.

According to SPAK, the persons under investigation, Artur Shehu, Adrian Rama, Elton Memeti, etc., have also held meetings with each other abroad in Spain and Aruba, while they have also communicated regarding meetings with senior state officials.

The file does not reveal the identities of these officials, but according to SPAK, these contacts are part of the suspected scheme to transform drug trafficking money into investments in property and construction projects in Albania.

"From the entirety of the notarial actions and communications carried out, it results that the persons under investigation, Artur Shehu, Adrian Rama, Elton Memeti, were involved in carrying out actions initially to develop the property, then in legal actions disguised as donations in order to be able to issue building permits with their connections.

According to data sent by the Spanish and Belgian authorities, the persons under investigation have also held meetings with each other abroad in Spain and Aruba, while they have also communicated regarding meetings with senior state officials.

The issuance of the construction permit appears to have been hindered by the seizure of the ideal part that the subject Denis Matoshi had obtained through donation, a request for confiscation that had been sent, as well as the fact that the previously concluded contract was not revoked, and despite these facts, the criminal group, through the person under investigation Adrian Rama, is following the actions carried out in the context of the construction of the Bicycle School and according to the communications he makes, he is awaiting development plans for its development," the file states.

This is the first time SPAK has confirmed the Aruba meeting. Earlier, Italian investigative journalist Nello Trocchia dedicated an entire chapter to the meeting held on the island of Aruba in January 2019, which he described as one of the most mysterious and significant episodes in the relationship between business, organized crime and Albanian politics.

Citing Italian, Belgian and German investigative documents, Trocchia writes that from January 24 to 31, 2019, several key figures in the network being investigated for international drug trafficking and real estate investments gathered on the Caribbean island of Aruba. According to him, among those present was Artur Shehu, whom he describes as "the Emperor", the central figure of a system that extends from migrant trafficking in the 1990s to multimillion-dollar investments in today's Albania.
