The Flamingo Revolution in Albania, the Trumps and the Tourists

If the real estate dreams of a politically connected billionaire family come true, an island in one of Europe's poorest countries will be transformed into a luxury hotel complex, including areas of the biodiversity-rich nature reserve opposite it.

No public consultation has taken place, but there are signs that the idea is moving closer to fruition. Albania has been rocked by nearly two weeks of violent protests as fences and heavy machinery appeared in a sensitive wetland area and preparatory work began for Ivanka Trump and her husband, Jared Kushner,’s tourism vision.

Domestic anger over government corruption and international interest in the business activities of the US president's family have fueled the protests. But at its core, the conflict is driven by the same tension between environmental protection and short-term economic growth that is playing out across Europe.

"The area's status as a wildlife refuge is "something that is perhaps forgotten amidst all this history, but it is precisely what caused the great anger," said Aleksandër Trajçe, executive director of PPNEA, the largest nature conservation organization in Albania.

"If you want to see the Mediterranean as it once was, before it was destroyed by tourism, this is one of the last places – if not the last – where you can still find it."

Marshes, dunes, lagoons and salt marshes line the dynamic delta of the Vjosa River, which in 2023 was declared the first national park of a wild river in Europe. The area lies on an important migration corridor and is home to about 12% of Albania’s wintering waterfowl. It is home to Eurasian otters, loggerhead sea turtles, bottlenose dolphins and Albanian water frogs. Flamingos add pink hues to the blue lagoons.

Unpublished conservation data, shared with the Guardian, shows that 279 of the 2,529 species identified in the delta are internationally threatened.

Aleko Miho, a biologist at the University of Tirana, who monitors the area every year with his students, said:

"These are important habitats. It doesn't matter who is behind the project. What matters is the pressure it puts on a protected area."

Machinery has been seen in the Pishë Poro–Nartë protected area, which is located within the Vjosa-Nartë protected landscape, but it is not yet clear how much of the ecosystem will be affected by the proposed development.

The project has not yet received a construction permit or an environmental impact assessment. The Albanian government, which has welcomed the project, has stated that the current works are being carried out for technical surveys and environmental measurements, not for construction.

“Ndërkohë, buldozerët po avancojnë realisht,” tha Trajçe. “Po shkatërrojnë dunat. Po hapin rrugë të reja. Zona është rrethuar me gardh. Është vërtet një situatë si në Perëndimin e Egër.”

Shqipëria është ndër vendet më të varfra të Europës, por zotëron disa nga peizazhet më të paprekura të kontinentit. Ky kombinim ka tërhequr turistë në kërkim të pushimeve të lira. Një rekord prej 12 milionë turistësh vizituan Shqipërinë në vitin 2025. Por qeveria ka arritur të tërheqë edhe investitorë elitë.

Në maj, Ivanka Trump tha se ishte “magjepsur” kur notoi drejt Ishullit të Sazanit dhe u ngjit zbathur deri në majë.

“As nuk është biznes për mua, pavarësisht përmasave të tij,” i tha ajo podkasterit David Senra, duke folur për planet për ta kthyer zonën në një resort gjigant.

“Më duket më shumë si një sfidë se sa një biznes. Është kulmimi i gjithë përvojës sime në pasuritë e paluajtshme, i të gjitha udhëtimeve të mia dhe i shumë reflektimeve mbi mënyrën se si dua të jetoj dhe si mendoj se njerëzit duan gjithnjë e më shumë të jetojnë. Po përpiqemi të ndërtojmë diçka që është një manifestim konkret i kësaj.”

Megjithatë, shumë njerëz kanë frikë se orientimi i Shqipërisë drejt turizmit e ka shtyrë qeverinë të neglizhojë mbrojtjen e natyrës.

Në vitin 2022, kufijtë e zonës së mbrojtur u rishikuan për të lejuar ndërtimin e Aeroportit të Vlorës, i cili shpresonte të realizonte fluturimin e parë komercial këtë muaj, por ende pret lejen e operimit.

Në vitin 2024, Shqipëria zbuti ligjet e ruajtjes së natyrës duke lejuar ndërtimin e hoteleve me pesë yje edhe brenda zonave të mbrojtura.

Shqipëria ndodhet nën presion për të forcuar legjislacionin mjedisor për të përmbushur kriteret e anëtarësimit në Bashkimin Europian, të cilit synon t’i bashkohet deri në vitin 2030.

Të martën, Komisioni Europian deklaroi se Shqipëria duhet të përmbahet nga veprimet që minojnë aspiratën e saj europiane dhe i bëri thirrje të veprojë “pa vonesë” për të respektuar rregullat mjedisore. Po atë ditë, 96 organizata të shoqërisë civile i dërguan një letër Kuvendit të Shqipërisë duke kërkuar shfuqizimin e ndryshimeve të vitit 2024 në ligjin për mbrojtjen e mjedisit, duke argumentuar se ato rrezikojnë procesin e integrimit europian.

Zyra e kryeministrit Edi Rama deklaroi se rrethimi i pronës private është e drejtë ligjore e pronarit dhe kundërshtoi pretendimet se kufijtë e zonës së mbrojtur ishin zvogëluar për të ndërtuar aeroportin.

Një zëdhënës tha se projektet nuk duhet të dënohen para se të ekzistojnë.

“Asnjë vend europian, përfshirë Shqipërinë, nuk funksionon mbi parimin se zhvillimi dhe mbrojtja e mjedisit janë reciprokisht përjashtuese,” tha ai. “Sfida nuk është përjashtimi, por balanca.”

Affinity Partners, kompania e investimeve e Jared Kushnerit, ia kaloi kërkesën për koment një agjencie marrëdhëniesh me publikun, e cila deklaroi se Affinity nuk është e përfshirë në projekt dhe se “investitorët janë të përfshirë në kapacitet personal”.

A spokesperson for the project partners said he could not comment on the size of the investment, as it is still in the planning phase.

Sazan Real Estate Development LLC, the development company, stated that it respects the public and institutional processes that are ongoing.

Its chairman, Asher Abehsera, said: “Our focus remains on responsible stewardship, improving the environment, creating jobs and generating long-term value for local communities.”

Global engineering firm Arup, which advised on the project, stated that its role was only to provide "technical advice on the initial masterplan" and that it had completed the work last year and was no longer involved.

The Vjosa-Nartë ecosystem is not as untouched by human activity as Ivanka Trump or some protesters claim. Near the lagoon is an abandoned oil-fired power plant, while the beaches are filled with guesthouses, restaurants and even music festivals.

However, scientists say the area has escaped much of the pollution that affects other parts of the Albanian coast and the tourist overcrowding that characterizes many areas of the Mediterranean.

The planes, cars and construction that would accompany a large resort would disturb a unique ecosystem that remains "relatively untouched" compared to other Mediterranean dunes and lagoons, said biologist Aleko Miho.

"The birds will leave, without a doubt."
