The repentant justice official revealed the connections between Luçiano Koçek and Ilir Shtufi

In the investigative file of Luçiano Koçek, one of the 'heads' of the criminal group targeted by SPAK, the repentant justice minister Erion Alibej also appears.

The latter has proven that Koçek has close ties to businessman Ilir Shtufi.

They met each other when Shtufi was having financial problems and Luciano Koceku came to his aid with sums of money to pay off his debts.

The investigation revealed that the person under investigation, Luciano Koçeku, continued to launder the proceeds from drug trafficking through the construction industry by using the person under investigation, Ilir Shtufi (previously known in the construction field), whom he refers to as "my partner" and who is also known from his connections in the narcotics activity as "the partner of the place", as well as the statement of 03.04.2026 as a person who is aware of the citizen Erion Alibej, a witness for justice, who during questioning, among other things, stated that in connection with the person under investigation, Ilir Shtufi (he knows him as a businessman, this acquaintance which was made through contact with Artur Koçeku since Artur spent most of the time with Ilir Shtufi, and that he learned about him that he was an early businessman in the construction field, before meeting Artur Koçeku, a fact of which he declares that he is aware after staying in their shared conversations.

According to him, Ilir Shtufi, during the period he has been in business with Artur Koceku, has seen an increase in his economic activity, stating that he previously had debts that were imposed on him by different persons (whom he does not remember), as well as problems with the sale of assets on two occasions, as well as debts for non-payment of construction raw materials (specific entities for which he states that he does not remember), and that according to him, at this time, citizen Artur Koceku approached him and helped him with cash sums, being able to pay the debts for non-payment of bills, to close the problems with the justice system for the apartments/shops that he sold twice, and to remove Artur's name from the fines, a fact which he stated that he learned from discussions in the joint company but also in his communications with Artur.

Further, the witness for justice Erion Alibeaj stated that regarding the connection between Artur (Luciano Koçeku) and citizen Ilir Shtufi in the completed constructions, Artur Koçeku personally communicated to him that he was investing in the construction with him, and that in collaboration with him, by financing it in cash in large amounts, a fact that the joint company was also aware of, since Artur Koçeku behaved as an owner in the facilities that were being built by Ilir Shtufi, as well as the fact that later these persons and others involved in drug trafficking introduced cash to Ilir Shtufi in certain facilities built by him.
