SPAK investigators have scrutinized every procurement procedure related to the timing of meetings between the head of AKSH and the businessmen in question, accused of being part of a structured group.
It concerns dozens of procedures won by the company 'Soft Solution', owned by Ermal Beqiri, or other related companies. One of the largest tenders is worth 1.3 billion lek, or about 13 million euros excluding VAT. This procedure is one of about 20 tenders appealed by Gerond Meçe. The procurement is for the purchase of office 'computer' equipment.
The values ??of the equipment were considered inflated by the investigation. So, a way to launder millions of euros.

SPAK investigations have revealed that businessman Ermal Beqiri has managed to win tenders through companies linked to his family members. Specifically, the procedure for 'implementation of virtual desktop infrastructure for the Civil Aviation Authority' was won by the entity "Communication Progress" for a value of around 1 million euros excluding VAT. The company in question is owned by Beqiri's sister's cohabitant, citizen Gentian Likaj.
File: "Also in this procedure, the introduction of the criterion of equipping employees with "Security Certificates", CSP, is noted, which is inappropriate, since the data produced and communicated by the Civil Aviation Authority are not classified."
Between 2019 and January 2026, the Soft & Solution company, owned by businessman Ermal Beqiri, collected a total of 2.1 billion lek from the state treasury, or about 22 million euros. Most of this money came from AKSH tender funds.
If you analyze the period 2023-2024, you can see a significant increase in the declared turnover, 12 and 18 million euros respectively. The declared profit is around 16 million euros in the two years taken together.
But these profits are only the visible part. As revealed in the SPAK file, the businessman has earned millions of euros through several other companies in his network. In the period 2019-2026, his brother-in-law's company "Communication Progress", which is also mentioned in the investigative file, has collected approximately 2 billion lek or about 21 million euros. If we analyze the long list of owned and related companies in full, the profits amount to several tens of millions of euros...
'Only one of these companies, over the last 5 years, connected to this character who was, is the main actor of the file, has received 50 million euros in payments from the treasury, the vast majority of which are due to AKSHI tenders. Only 1 company, but there are several connected ones,' said Emirjon Senja, journalist.
