With the act of the Declaration of Independence of Albania, the President of the Provisional Government, Ismail Qemali announced the six Great Powers: England, Italy, Austria-Hungary, France, Germany and Russia.
The Balkan states were also notified: Romania, Montenegro, Serbia, Bulgaria, Greece and Turkey, asking them to recognize their independence, as a natural consequence of the will of the Albanian people. On November 28, Ismail Qemali was announced as the speaker of the Assembly and the first speaker of the government of the Albanian state. Independence was declared for all Albanian lands and ministers were elected from all Albanian provinces.
The Act of Declaration of Independence constitutes one of the most important events in the history of the Albanian people. It was the fruit of the centuries-old efforts and wars of the Albanians, to protect the territorial integrity of the homeland and to form the independent Albanian state.
