Serial sales of the dialysis concession to the companies he controlled himself: How Allajbeu intended to disappear the traces

On November 10, 2016, the majority stake of the concessionaire company was bought by the company Arimo BV, for 160 thousand euros, which was registered in the Netherlands. At the same address where there were also other companies connected to Klodian Allajbeun. But it doesn't end there. The company Arimo BV owns, among others, a pharmaceutical company called FARMACOM. There, the name of doctor Ertel Kërçuku appears again as an administrator. Even more interesting is the discovery of the administrator of the company "Arimo BV" that bought the Dialysis concession. We are talking about the lawyer Xhejni Zela. According to the salary list that leaked to the public, she is an employee at the Law Firm that protects the interests of the American Hospital and Klodian Allajbeu's network of companies.

So, despite all efforts, nothing can be hidden. These findings should be the subject of investigation by contracting bodies and the Competition Authority. Even this camouflage with the so-called Dutch company was not safe for the businessman Allajbeu who intended to disappear his tracks after the concessions.

On June 25, 2019, the hemodialysis concession company was sold to the Swedish shell company Diaverum International AB, for 1.5 million euros. Again, a low value and without economic logic in relation to the benefits that the concession contract brought.

"It is suspected because when you sell a business for less than the real value, this shows that there is reason to suspect fiscal evasion," said the economic expert, Klodian Muço. 

"Selling at a low value without any relation to the market should be seen as an element of suspicion based on someone's benefit, that is, for corrupt activity," said the economic expert, Zef Preçi.

According to the documents, Klodian Shehi holds the position of the manager of the 'Swedish' company DIAVERUM INTERNATIONAL AB", which took ownership of 100% of the company "DiaVita". Klodian Shehi turns out to be another trusted person of Allajbeu. He is the businessman's brother-in-law, sister's husband. This person also appears as a manager or shareholder in other companies of the boss of health contracts. After this information is revealed, the concession is sold again. "Diaverum" which itself owned the concession implementation company was sold to "M42" of Abu Dhabi. A health care enterprise newly created by state fund Mubadala Investment Company and artificial intelligence firm G42.

The change of ownership compared to the initial conditions, even in another company of the same profile, can and should be the subject of a criminal investigation, said the economic expert, Zef Preçi.

It remains to be seen who are the names behind the new company that owns the Dialysis contract. What is known for sure is that in recent years, in the United Arab Emirates, many Albanians from the world of crime have transferred large sums of money with the source of corruption and crime.
