An audio-video interview office for minors who violate the law has been opened in the police premises in Shkodër.

Psychologist Altin Nika says that this is an innovation that fundamentally preserves the psychological well-being of minors and avoids re-questioning by the prosecution or the court, thus speeding up legal procedures against minors, whose crimes are increasing year by year.

"These are the interview offices, with an audio-video system, for questioning minors. There are 4 of them nationally and it is the first time that such an office is operating, as it is a legal obligation based on law 37 of 2017 of the Juvenile Criminal Justice Code. These facilities are funded by the Swedish government and the entire team of judicial police officers and psychologists working in these offices are trained in the juvenile justice system," he says.

In Albania, 5% of national crimes are committed by minors. According to official data, 1470 criminal offenses were committed by minors last year with the participation of about 1600 minors.

According to psychologist Nika, with the massive use of cell phones, the Internet and social networks by minors, the number of cases of misuse of minors' accounts on social networks and threats through them is also increasing rapidly.

"Crimes related to property, mainly thefts, remain worrying. The last time we had an intervention by the prosecutor's office, in cooperation with the local police directorate of Shkodra, for 4 minors who committed 53 documented thefts in the city of Shkodra, but, on the other hand, the proportion of minors in the schools, where conflicts often occur between minors, whether physical or other elements of bullying or misuse of social networks", says psychologist Nika.

Crimes committed by minors are an alarm not only to the state police, but also to the family, school and community.

The head of the "Arka" youth center, Marjan Lukani, says that, in most cases, minors in conflict with the law come from families with socio-economic problems.

"The first is the state of education of the parents and, secondly, the economic state of Albanian families. Thirdly, it is the time that parents have for children's education because in Albanian families, parents work all day and do not have time for children's education. Also, we have the mentality that fathers do not deal with the education of children and that this is a matter that belongs to the mother", he says.

Most of the minors who break the law continue to school, so, according to Mr. Lukani, the school should be one of the barriers to prevent the involvement of minors in crimes.

"Lack of training of pedagogical staff, how to deal with these cases in order to prevent, treat and re-educate minors", he says.

Due to the facilities offered by the criminal justice code for minors, out of about 1600 minors in conflict with the law, only 50 of them have been arrested. Hundreds more have been investigated in a free state, increasing the risk of returning to repeat criminal offenses as well as objects of exploitation by criminal groups./VOA
