
The Special Court has confirmed the security measure of "prison arrest" against the four suspects as perpetrators of the kidnapping and murder of 23-year-old Renis Dobra.
The security measure "prison arrest" was left unchanged for suspects Petrit Çakraj and brothers Aleksandër, Kristi and Fatjon Bushgjokaj.
The Special Court has assessed that there is no legal reason to repeal or replace the measure.
Renis Dobra, from the village of Zenisht i Mat, on the evening of July 8, 2025, while returning to his apartment driving the 'Mercedes Benz' vehicle owned by his father, was stopped on the road and later found lifeless at the bottom of a cliff on the shore of Lake Shkopet, strangled with a rope, while the vehicle had ended up in the depths of the lake waters.
The investigative file states that on July 8, 2025, at around 11:30 p.m., citizen Rufat Dobra presented himself at the Mat police station.
He expressed concern that his son Renis Dobra has not shown up at the apartment.
He said that his son had left the apartment around 5:00 PM to take a walk in the town of Burrel, in an olive-colored Mercedes Benz with license plates AA 249 ST. A vehicle that Rufat Dobra says is his property.
At around 9:30 PM, he states that his son sent him a text message letting him know he was going to the apartment.
But while waiting for his son to return to the apartment, Rufat Dobra told the police that he had received a call from his nephew almost 40 minutes later.
Which informed him that on the road, at a place called 'Kroi i Suçit', in the village of Zenisht, he had seen his car stopped.
And that he had seen another SUV parked in front of this car, with its lights on.
But because of the bright lights, he couldn't make out who it was.
According to what his nephew had told him, the latter had stopped his speed to say hello, thinking that his uncle was driving the car.
But one of the people outside the car had motioned for him to leave immediately.
"At around 10:10 p.m. on the evening of July 8, 2025, while I was traveling in my vehicle to the place called 'Kroi i Suçit', in the village of Zenisht, Lis Administrative Unit, Mat Municipality, I noticed along the way the vehicle of my uncle, citizen Rufat Dobra, with license plate AA 349 ST, which was stopped, with the direction of travel towards the village of Lis and in front of this vehicle an off-road vehicle with bright lights on, which obstructed my vision.
At this moment I slowed down to greet my uncle, thinking it was him in the car. And to ask him why he had stopped.
"But there, between two stopped cars, I saw a person who ordered me in a loud voice not to stop, and I continued on my way, thinking they might be police officers," says Renis' cousin.
He then continues that immediately after I left, I somehow called my uncle, Rufat Dobra, who told me he was at home.
After I learned that Renisi had the car, my uncle told me to go to his apartment to pick it up.
And we headed to Mati's police station, thinking that the police might have taken Renis.
But before going to Mati's police station to see what had happened to their relative, always thinking that the police had taken him, the uncle and nephew first stopped at the place where the latter had seen the 'Mercedes Benz' that Renisi was driving that evening.
But the cars, as Renis' cousin said in his testimony later given to the police, were not where he had found them earlier.
Renisi was not even found at the police station.
An absence that created the family's belief that something bad had happened to their son.
As was unfortunately also observed in the following hours, during the family's foot search of the Burrel-Milot road that passes through Lake Shkopet, after just a few hours they initially found a boot that belonged to Renis.
Then, strong brake marks from a car and on the shore of the lake, the lifeless body of the 23-year-old himself.
"On July 9, 2025, at around 06:20, in the place called 'Qafa e Ulza', without going to the Ulza bridge, a shoe was found that belonged to citizen Renis Dobra, this was confirmed by the victim's family members," the investigative file states.
On the road axis 'Ura e Ulza-Tuneli i Shkopet', on the left side of the asphalt road, a vehicle was also found to have left the road, which had continued downhill towards Lake Ulza, where parts of the vehicle were observed and about 10 m before reaching the surface of the lake, the body of citizen Renis Dobra was found, who was injured in most of his body and in the throat, where a bruised strangulation groove was observed.
The victim was found to be wearing denim shorts and a white short-sleeved shirt. During the first verification, no gunshot wounds were noted. Meanwhile, the olive-colored 'Mercedes Benz' vehicle was seen to have ended up in the depths of the lake.
The body of Reni Dobra, which was recovered from the lake shore, was sent to the Institute of Forensic Medicine (IML) for a detailed examination and autopsy.
Where forensic experts managed to prove that the cause of death was asphyxia, as his thyroid glands were damaged as a result of the constriction in his throat.
It would be precisely this shocking discovery that would set in motion both the Mati police and the services of the Dibër district's Local Police Directorate.
