Municipal police launch campaign to remove abandoned cars; anyone who does not

There is no approximate data on the number of abandoned cars in parking lots or public spaces in neighborhoods.

An agreement between the Seized and Confiscated Assets Administration Agency and the Municipal Police has paved the way for their confiscation if the owners do not remove them within 30 days of the notification. The Chief of the Municipal Police, Elona Lalaj, explained to TCH that the documented notification for the removal of the abandoned vehicle has just begun.

"A complete practice must be carried out. Since the first step was to notify the drivers, they will be given a 30-day deadline, so the deadline for moving this vehicle is one month. After this deadline, we as the municipal police are in correspondence. Once all these steps have been exhausted by the municipal police and it has been established that the possessor has not moved the vehicle, then they will intervene and will lift the vehicle for which we have signed an agreement", says Elona Lalaj, director of the Municipal Police

From the moment the vehicle identified as abandoned is impounded, the citizen loses the right to ownership and the car is considered confiscated.

"No, he is no longer the legal owner of the vehicle. All procedures have been exhausted, we will keep records. The citizen had enough time to take measures, to deposit it for scrap. The citizen is no longer the owner of the vehicle, this is up to the agency," she adds.

Meanwhile, from what Ms. Lalaj, who has been in charge of the Municipal Police for a few months, has noticed, Tirana residents continue to post photos of vehicles that have been parked for years and have been somewhat forgotten.

"I want to thank all citizens of Tirana who have made announcements on the Tirana portal and I urge them to send them to these platforms. Secondly, I take this opportunity to call on citizens to voluntarily vacate public spaces where they have parked vehicles, removed their license plates and turned them into warehouses. I take this opportunity to make this call to the citizens of Tirana. Otherwise, the municipal police will operate with all the legal basis in force," concludes Lalaj.
