12 people have been put in handcuffs after the serious case in the prison of Peqin where the convict Sokol Mjacaj killed the other convict Arben Lleshi with a gun and wounded Indrit Shaqje.

One of those arrested is the commanding director of the prison, Kamber Hoxha.

The Elbasan prosecutor's file for this case has been published in the media. He told the prosecutor all the dynamics behind the murder.

According to him, Mjacaj put a pistol to the neck of one of the police officers and was later locked in the family meeting room.

"At this time, Sokol put the pistol on the neck of the police officer, whose name I do not know. After that, they brought him into the meeting rooms of the family members. He closed the door where Sokol entered with an iron latch (loz) from the inside," he said.

Hoxha then says that from there he communicated with Mjacaj for about an hour and a half. While the perpetrator of the murder appeared calm, according to the director, he also showed that he put the gun in a month ago and kept it hidden in the milk box. He told the incident that he did it after he found out that he was going to enter 41-biss.

"I communicated with Sokol for about an hour and a half, after he entered the meeting room. He was very calm in communication. He told me that I put the gun in a month ago and kept it hidden in the milk carton. I did this when I received the news from the media that I joined 41-Biss", Hoxha testified before the prosecution.

Mjacaj turns out to have had 5 meetings for 2023. The last one was on August 25. Regarding the introduction of food, this happened by two people. Only once, on September 1, did his brother Paulin Mjacaj send him. While in 4 other cases, a woman sent him.

She was introduced as Mjacaj's cousin, while on November 16, which turned out to be the last time, she was introduced as a friend. According to Hoxha, the woman in question is called Ilda Rapo.

"From the verification for the introduction of food, from 01.09.2023 until today, he has entered food on 01.09.2023, 14.09.2023, 22.09.2023, 03.10.2023 and 16.11.2023. On 01.09.2023, his brother Paulin Mjacaj brought him, while in other cases his cousin Ilda Rapo brought him. This citizen was introduced as a cousin on four occasions and on 16.11.2023 she was introduced as a friend. The person bringing the food is registered through the identity card and the prisoner is asked if he agrees to accept the food or not. For the specific case, for the period that I am in office, there has been no such case, based on the preliminary information that I have received. To my knowledge, there was no conflict during this period," said the director.

And at this moment, it remains a mystery how the weapon got into the prison, Hoxha admits that the scanner was broken when he took office and was fixed only a few days ago.

According to him, when a family member brings food to a prisoner, he goes through several processes.

"The data of the person who brings the food to the checkpoint at the entrance to the external perimeter of the IEVP is recorded. The person is accompanied to the place of control that is before entering the internal regime. There, all items are checked and handed over to the prisoners by a police officer with control duties and given to the prisoners. They are being scanned, but the scanner has been faulty since 10/21/2023. The scanner was fixed 3-4 days ago. Monitoring is carried out with security cameras and police officers who observe from above. The premises are monitored by police officers and cameras. Controls are done periodically, according to the information we have", he said.

In the testimony, Hoxha says that there may have been negligence at some point by the police officers when the weapon was inserted.

"I cannot clarify how it happened, since the control was carried out, but it may have been negligence at some point by the police officers who carried out the control. The control is mainly carried out manually by checking the items one by one and with a hand detector," he said
