The Special Prosecution Office issued a statement following the arrest of Safet Bajri (Rustem).

SPAK says he was arrested in connection with the murder of Fatbardh Lici, an event that occurred in August 2018.

Along with Safet Bajri, Behar Bajri and Astmer Bilal, who are currently in prison for several other cases, have also been sentenced to prison in connection with this incident.

Prosecutors say that the investigation has shown that the three of them planned and organized the assassination of Lici. The latter was killed in revenge because he is a relative of Ibrahim Lici.

According to SPAK, Behar Bajri attributes the murder of Boran Bërçana to Ibrahim Lici and for this reason he killed his uncle.

As soon as they arrived at the building where they had been renting for 8 months, without even turning off the car lights, former police officer Boran Bërcana and his girlfriend, Silvana Ndoci, were shot to death.

The incident occurred at around 1:15 am on July 15, 2018, in the "Naim Gjylbegu" neighborhood in Shkodra, while everything was discovered only 5 hours later, when the Police, notified by one of the neighbors, found the two victims inside the "Benz" type car with license plate AA 006 HA. Inside the vehicle, on the mother's lap, was also the couple's young son.

According to investigators, the former Bërcana police officer, after seeing the perpetrator with a gun in his hand, threw himself on his partner's side to protect her with his body. The little boy is suspected of having been asleep in the back of the car when the double murder occurred, and then approached his mother, terrified by the sound of gunfire. The little boy stayed inside the car for about 5 hours.


Of the 23 bullets fired at them, 30-year-old Bërcana and his 25-year-old cohabitant died on the spot, while their 2-year-old son who was in the car miraculously escaped.

For this reason, the word spread that Boran Bërçana had said, "I pressed the bomb button on Lul Kulla." This refers to the TNT explosion in the center of Shkodra, which caused terror, injured passersby, and Lul Kulla himself was seriously injured.

 

In fact, it was later discovered that Boran Bërçana had not declared such a fact and he had no connection to the events. After verifications, he was in Spain, on behalf of a criminal group.

But the execution order had been made. And not only for the former police officer, but also for his cohabitant, who was considered a person who had knowledge of many events. 28 bullets were fired at them, but their young child survived because he was in the back seat.
