The group of environmental organizations opposes the contract on the construction of Vlora International Airport as invalid due to irregularities and violations of several laws. The facility under construction poses a great threat to the natural ecosystem of the Vjosë-Nartë protected area.
The development permit was approved before the completion of the Environmental Impact Assessment (EIA), also the process of carrying out the EIA itself is irregular and not in accordance with the regulations, as defined by the law.
The Albanian non-governmental environmental organizations, PPNEA and AOS, supported by the international non-governmental organization EuroNatur as well as the international scientific community, officially announced that they are submitting a lawsuit to the Administrative Court challenging the administrative process carried out for the construction of Vlora Airport.
This illegal construction takes place in one of the country's most important and highly biodiverse wetlands, as well as along the Adriatic corridor, one of the most important routes for bird migration. Albanian institutions are violating the country's laws and international conventions, bypassing the procedures and rejecting the remarks of international institutions.
The non-governmental organizations will submit evidence and facts on the violation of several laws, such as the law on protected areas, the law on the implementation of the Environmental Impact Assessment (EIA), the law on territorial planning, the procedures related to the concession contract, as well as the violation of regulations relevant.
Also, the plaintiff will emphasize to the authorities, the illegal processes, the lack of transparency and the involvement of the interested parties, as well as the bypassing of the essential procedures of the process. In summary, these decisions make the construction of Vlora Airport illegal and irregular, also associated with negative and irreversible impacts on the environment.
Aleksandër Trajçe, the executive director of the PPNEA organization, declares that: "We have raised this concern since the beginning, since the discovery of the location of the construction of the airport. It is inconceivable that such a large infrastructure would be built inside a protected area, the purpose of which is precisely to prevent such projects from being built inside these areas. If this project progresses with all the irregularities that have been evidenced by many local and foreign experts, then the entire network of protected areas of Albania is at risk for the future. Nothing can further stop investments in gray infrastructure in protected areas and destroy the ecological integrity and natural heritage that we must preserve for future generations."
Narta
The Vjosë-Nartë Protected Landscape is one of the most important ecological systems in Albania, the second most important wetland in the country, home to important species of flora and fauna. This area is part of several international ecological networks, part of the migration corridor of the Adriatic, with more than 220 species of birds.
From the beginning, national and international non-governmental organizations have opposed the plans for the construction of the airport within the Vjosë-Nartë protected area. Open letters, demonstrations, and the review of the Environmental Impact Assessment (EIA) report are just some of the actions taken to oppose this illegal construction.
