Demolition of unauthorized buildings in Theth

As Prime Minister Edi Rama warned a few days ago, the Minister of Justice, Ulsi Manja, sent the prosecutor of Shkodra, Elsa Gjeli, to the High Inspectorate of Justice and the High Prosecutorial Council.

Manja requested the initiation of disciplinary proceedings against Gjeli for failing to initiate investigations into the case of unauthorized construction in Theth.

"The prosecutor's decision is contrary to the fulfillment of his role and function, has violated the rules of conducting the investigation, in relation to report no. 827 dated 28.05.2025 of the Shkodra Police Commissariat, and must be subject to in-depth review by the High Inspector of Justice, referring to the provisions of articles 169, point 2, and 194, point 2 of law no. 115/2016 "On the governing bodies of the justice system", as amended, article 119, point 2 of law no. 96/2016, "On the status of judges and prosecutors in the Republic of Albania", as amended, as well as article 6, point 10 of law 8678/2001 "On the organization and functioning of the Ministry of Justice", as amended," Manja's request states.

It was Prime Minister Rama who denounced that “an illegal village” was being built in the middle of Thethi. This led to the reaction of institutions and the demolition of several illegal buildings.

The Shkodra Prosecution Office, in its reaction, said that the decision of prosecutor Elsa Gjeli was made within the law.

She stressed that the facts presented by the police were not sufficient to initiate criminal prosecution in the case in question.

Meanwhile, the situation cost the Shkodra Police Director and the chief of the police station their jobs, who were dismissed from their posts by the General Director of the State Police, Ilir Proda.

The head of government has recently denounced the phenomenon of occupying public spaces while announcing a new legal reform for territorial control.
