This data is part of SPAK's investigative superfile, built on materials coming from several European countries, mainly England, Spain and Belgium.

The files of foreign authorities provided decisive assistance to Albanian prosecutors in cracking down on criminal groups led by Luçiano Koçeku and Alfredo Hamzai, who are accused of trafficking large amounts of cocaine to Europe and laundering the profits in Albania, in collaboration with Artur Shehu, Ilir Shtufi, Orges Birçaj and Orest Sota.

The Special Court's decision on the 20 security measures alone consists of 855 pages and documents meetings of the organization's leaders in Antwerp, Belgium, Mallorca, Spain, as well as on the island of Aruba, in the Netherlands Antilles, described by investigators as the "summit" of the group's bosses.

There is also a specific reference to Artur Shehu in the file, citing a Belgian court ruling on Alfredo Hamzai's group. According to Belgian authorities, Shehu held a leadership role within the criminal organization.

The SPAK investigation initially began as a property proceeding against Denis Matoshi, known as Eldi Dizdari, who in 2020 was put under surveillance during his moves to purchase a 500 square meter plot of land near the "Air Albania" stadium in Tirana.

On June 12, SPAK announced the execution of 20 security measures against members of two criminal groups, which, according to investigations, had established complete control over the cocaine trafficking chain, from supply in Latin America to transportation to Europe.

The proceeds of criminal activity are suspected to have been laundered mainly in the construction sector in Albania, where builder Ilir Shtufi is particularly prominent.
