But what are the discoveries of SPAK, related to the criminal activity of Ervin Mata, in the international traffic of narcotics, from South America to Europe. Mata, who was also one of the main characters involved in the massacre of Ish Blloku, on October 4, 2018? Whose name appears in the shipment of 250 kg of cocaine, which was coming by air from Brazil to Frankfurt airport in Germany, in September 2020.

But while Ervin Mata expected this amount of drugs to pass successfully at Frankurt airport, this turned out not to happen because the drugs, as he also says in the conversation, were caught at the terminal.

"On September 29, 2020, Ervin Mata tells his interlocutors that a quantity of 240 kg has been seized and seized, and to wait for it to appear in the newspaper tomorrow. Ervin Mata, it is evident that he also has communications with the citizen Eralbi Breçan, whom he guides in relation to the activity of narcotics trafficking", the intercepts say.

One of these conversations between Ervin Mata and Eralbi Breçan is the one dated August 10, 2020. Where Mata expresses to Breçan, with whom he also has family relations, that he is unhappy with the work he has done, related to the trafficking of a quantity narcotics.

"On August 10, 2020 at 13:39, Ervin Mata sends messages to Eralbi Breçan with the following content: Mata: I want everything transparent with me. You understood when it was long at 27, you gave it to me at 23 in Valencia, you told me 12..."

But interesting in this whole history of wiretapping, drug trafficking and crime, is the involvement of Erzen Breçan, once a former senior police officer in Tirana. The episode for which he is accused by SPAK is related to the help he gave at one point to Bujar Gërmizi with the surname Ajeti. Whom he informs that he is under surveillance by the police.

"In August 2020, the citizen Erzen Breçani contacted the person under investigation, Bujar Ajeti, and informed him that he is being monitored by the General Directorate of the State Police, when they were together at Bar 'Stani' in Kukës. Bujar Ajeti, after receiving this information from Erzen Breçani, equipped her with a phone with the SkyECC application, a code which it is evident that she started using on August 17, 2020 at 12:41, when she had her first conversation with Bujar The verse", the file says.

But who is Bujar Gërmizi, who, according to the file compiled by SPAK, stands at the head of the structured criminal group, which includes current and former police officers, involved in cocaine trafficking from South America to Europe, as well as other serious crimes that occurred in Albania and abroad.

Germizi, which turns out to be one of the most suggestive names of crime in the north-northeast of the country, in the Kukës area. Gërmizi, who bore the changed surname Ajeti, who had served in his early years of work as an officer of the Republic Guard, also as part of the group accompanying politicians. Acknowledgments which had quickly given the reputation of a strong man with secure connections in the high spheres of politics. But an event in which he was involved in 1999 in Kukës, related to the robbery of a bank, finally pushed him into the arms of crime. And further in the history of drug trafficking. Work for which he was arrested twice in Kosovo and Macedonia and escaped from prisons in these two countries as many times. While recently, according to SPAK, he was said to be making plans for the murder of two brothers who live in Great Britain, with whom Ismail Zeneli had old enmity, after they had killed his brother.

Bujar Gërmizi together with Xelal Dom (security guard of the Savings Bank in Kukës) as well as the latter's brother-in-law, robbed the Bank in 1999. During the clash with the police, Xhelal Domi and his brother-in-law were killed, while Bujar Gërmizi was also injured, who was then arrested in the village of Gorozhub in Kosovo. While he was in Prizren prison, he raised a prison revolt, which was suppressed by the security forces. Gërmizi was extradited to Albania and spent some time in prison. Bujar Gërmizi was arrested in North Macedonia for drug trafficking, where he escaped from Idrizova prison.

But while he was doing these jobs and was connected to politics, it turns out that Bujar Gërmizi did not have his ties to crime severed. It appears in conversations that he helped the contract killer, Nuredin Dumani, to get out of Albania, mainly in Kosovo, several times through his acquaintances in the police.

In conversations, he refers to Ervin Mata as "Vini" or "Ervini" and Ervin's father as "Luan" or "L". Erzen Breçani also communicated with his son Eralbi Breçani, identified as a Sky ECC user.

It turns out that Eralbi Breçani is engaged to EM citizen, who is Ervin Mata's sister, and because of this relationship, citizen Erzen Breçani has family access to Ervin Mata's family. In conversations, he refers to Ervin Mata as 'Vini' or 'Ervini' and Ervin's father as 'Luan' or 'L'. On August 14, 2020, at 2:37 p.m., Bujar Ajeti tells another person that the police have set up surveillance at the bar where they are staying and that they got the information from Erzen Breçani.

Germizi sends the messages:

'...How did you cry with him... After the bombardment, Hoxha's farm...Silently...'.

Nuredin Dumani also gives information about the interception of Bujar Ajeti in the statement dated October 17, 2023 where, among other things, he states: '...Also, I also met Erzen Breçan, 2 or 3 times in Kukës in a bar restaurant in the center of Kukes. As far as Bujari told me, Erzeni was his close friend as they had worked together in the police department in Renea. Erzeni helped Bujar with information in cases when the police came to Kukës to arrest Bujar or other people, since Bujar himself was looking for escape from prison in Macedonia.

Similarly, in another conversation, Erzen Breçani appears to tell his son about the phone he was using. As well as for the friend who had made it possible. Since in this case it was Bujar Gërmizi.

"Erzen Breçani talks to his son and tells him that Bujar Ajeti gave him the phone because they were tapped. Erzen Breçani tells him that he had a conversation with Ervin Mata and the latter offered him a loan of 500 thousand euros to help him build a HPP, but Erzeni refused. In the conversation, Eralbi tells Brecan about the HEC and the stages of construction that are taking place there. He asks his son not to continue his activity abroad by taking risks, where it is suspected that he is referring to the illegal activity with psychotropic substances developed by Eralbi Breçani, and to point out the danger, he also tells him about the case he has intercepted by the police together with Bujar Ajeti. SPAK says that Erzen Breçani then received the sum of 350,000 euros from his son and bought the turbines for HEC", the file states.

The receipt of this considerable amount of money by the son, which turns out to have obtained this money from the illegal drug activity he is dealing with, has also led to the charge brought by SPAK against Erzen Breçan, for money laundering.

"For this reason, the citizen Erzen Breçani is suspected of money laundering, because it is suspected that he knows about the activity in which his son was involved. From the conversation, suspicions arise that the citizen Eralbi Breçani sent an amount of 350 thousand euros to Erzen Breçani before this conversation took place. In the continuation of the communication, Erzen Breçani explaining the situation to his son, that Ervin Mata does not ask for money. But if he needed money, he would ask his father, Luani, whom he refers to in the conversation as 'Lion'. He then communicates with her about details related to criminal activity.

Likewise, during the conversation, Erzen Breçani teaches her son how to communicate with Ervin Mata.

"Erzen Breçani shows his son how to communicate with Ervin Mata and how to speak in a meeting by sending him the following messages:

'...I don't deal with anything. My great-grandfather made three million euros for five years, they left us with lek, with money, with clean work, and I will be good at making three million euros with my husband without drugs, without work dirty, that's the truth between us... Don't talk about drug dealing in his eyes, like he's a police infiltrator in criminal groups, because I've asked since the first time...'.

From these texts sent by Erzen Breçani, doubts are created that he is aware of the activities of Eralbi Breçani, when he sends the text "don't talk to him about drug dealing...".
