Engineers: The technical audit will "affect" 122,690 residential
Tirana

At least 122,690 buildings for residential purposes will be affected by the decision on the technical audit, which the government foresees for buildings over 50 years old. This figure includes those buildings that have been built for over 50 years and that, according to the draft decision, revealed the day before, will have to be subjected to in-depth expertise to assess the current technical condition and carrying capacity of the buildings.

Meanwhile, if it is estimated that they do not meet the technical conditions, the way is opened for repair or demolition. According to INSTAT, there are 44,195 buildings for residential purposes built before 1960 and another 78,495, built in the period 1961-1980.

Meanwhile, there are about 180,000 other buildings, the year of construction of which is not known, which may include buildings over 50 years old. Separated by regions, it turns out that Tirana, Elbasani and Korça have the highest number of these buildings, while Fieri, Vlora and Shkodra come after them. According to the draft decision of the government, the entities that will carry out the technical audit of the facilities will be selected from the local self-government units, while it will be those entities that are licensed in the field of design for the type of facility that will be audited, SCAN TV reports.

Meanwhile, the final decision is made by the Institute of Construction, which must carry out the opposition, since its opinion prevails over the technical audit. The draft decision specifies that the decision to demolish the building can be taken if the value for repair is equal to or greater than the value for its construction, while it does not specify what will happen to the land of the building and its owners.

Erion Softa, construction engineer and former director of IKMT, has stated that these residential buildings that will be inspected and then assessed whether they will be demolished or not, a competence that the Construction Institute takes, have actually passed the earthquake test. .

"They searched for buildings over 50 years old, which have amortization over time. But we noticed that these buildings during the earthquake reacted better than many others. They passed the earthquake test successfully. Despite the fact that there is damage to the structure from the residents and businesses below," Softa said in the "Task-force" show.
