From large, medium and small businesses, the self-employed or even dual-employed are the categories that will be affected by the agreement published by the Tax Directorate for debtors whose vehicles may be impounded.

Accounting experts explain to Top Channel how all the defined categories can be affected.

"The object of the agreement is all businesses of all segments, from the self-employed, to small, medium and large businesses, who have outstanding tax obligations. Of course, it is a measure to discipline and pay those tax debts, and on the other hand, various individuals who declare their income — those who are dual-employed or those who declare their annual income — but perhaps, in the absence of what the agreement may contain, it may also be those who have obligations to central tax authorities. So, obligations to municipalities are not included here, since it is an agreement of central taxes with the DPSHTRR."

For experts, such an agreement is not properly drafted, as it leaves room for evasion and corruption.

Eduard Gjokutaj , accounting expert: " Of course, it does not go beyond the contours of the law, it is an agreement within tax procedures, but it must also take into account the context in which it is implemented, so as not to affect the taxpayer's rights, the first of which is the right to appeal up to the court levels ."

This agreement becomes even more unfair, according to experts, if it is implemented and affects the economic activity of individuals or even businesses.

"Since in certain cases a small tax debt can affect the economic life or economic effects of those businesses or individuals who use the vehicle as a work tool. Of course, instead of creating a neutral rule, it interferes with the decision-making of businesses and has the opposite effect."

The agreement provides for the impounding of vehicles for those taxpayers who have not paid their obligations, even if they are not very large.
