The stadiums in the cities of Korça, Durres and Vlora are expected to be transformed into sports complexes with various services following the model of the "Air Albania" stadium in Tirana.

The National Territorial Planning Agency through the Public Procurement Agency announced the international competition for the design of three sports stadium complexes: Durrës, Korçë, Vlorë (in lots) "New City Centers".

The first lot is "The complete redesign of the plot and the redevelopment of the football stadium "Niko Dovana" and the surrounding area" in Durrës. The second lot "Complete re-conceptualization of the "Skënderbeu" sports complex, including the redevelopment of the "Skënderbeu" football stadium, the reconstruction/reconceptualization of the Olympic swimming pool and the Sports Palace" in Korça.

The third "Complete reconceptualization of the residential and sports complex of the neighborhood of the "Flamurtari" sports complex, including the redevelopment of the "Flamurtari" football stadium, the reconstruction/reconceptualization of the swimming pool, and the Sports Palace" Vlora.

In the document accompanying the procedure, it is stated that the stadiums in these 3 cities are unique, due to their central location. The Albanian government, in the conception of the "Air Albania" stadium, included the football stadium in the surrounding urban structure, thus creating a successful precedent in the seamless integration of complex sports into the existing dynamics of a living contemporary city.

The football stadiums in Durrës, Korçë and Vlorë have the same potential. As such, the reconstruction of these stadiums, respecting international criteria, will serve as a catalyst for polycentric development and the creation of new city centers, where sports can coexist with cultural, social, educational and commercial activities.

Stadiums are significantly categorized as massive infrastructures that occupy fairly large areas within cities. They require tremendous resources to build, operate and maintain. In addition, most of the time, their lights are turned off until the next game," the document states.

AKPT underlines that the purpose of this competition is to generate new ideas and proposals for the redevelopment and revitalization of football stadium complexes in Durrës, Korçë and Vlorë, creating contemporary facilities that have mixed use for both sports needs and a variety of facilities commercial, business, trade and services. Cultural and educational programs should be part of the innovation brought by the stadium complexes.

Stadiumet e reja të futbollit në Durrës, Korçë, dhe Vlorë do të mbajnë 10 mijë spektatorë secili dhe respektojnë rregulloret e UEFA-s për stadiumet e kategorisë 3. Projektet do të rikonceptohen në mënyrë holistike dhe rizhvillojnë komplekset sportive, duke përfshirë objektet e brendshme të gjykatës, ambiente noti (në Korçë dhe Vlorë), dhe pjesa tjetër e terrenit sportiv.

Arena Kombëtare pjesë e të cilit është stadiumi “Air Albania” u ndërtua përmes një procedure Koncesioni ku fituese rezultoi kompania ALBSTAR. I gjithë kompleksi u ndërtua kundrejt një kostoje 75 milionë euro nga të cilat 65 milionë u paguan nga kompania dhe 10 milionë euro nga Federata Shqiptare e Futbollit.
