Democratic MP Jozefina Topalli gave her first speech after returning to the Assembly. Topalli called it unbelievable that an unconstitutional decree, as the opposition calls the Diella decree, was being put on the agenda.

Topalli advised Parliament Speaker Niko Peleshi to consult with Gramoz Ruçi and ask him if it has ever happened that a technological toy was included in a decree.

"The constitution states that Albania is a parliamentary republic and before the first and second sessions began, all deputies swore an oath on this constitution. Then they began violating it in the most brutal way. The introduction of an anti-constitutional decree, which was more like a meme, is the most incredible thing. There have been deputies here for years, but you can ask Ruçi if it has ever happened to include a technological toy in a decree, has it ever happened in three decades that the first day of the start of legislation in the assembly began with a change in the regulation without consensus," said Topalli.
