A statement made by the Minister of Justice, Besfort Lamallari, in the Assembly, according to which Law 7501 was approved by the Democratic Party, has caused strong debate in the Laws Committee.
DP MP Ivi Kaso said that Lamallari should have started his speech with a public apology, accusing him of disinformation.
" The minister claimed that Law 7501 was approved by the DP, and this is not true. His representation as a minister makes this statement important for public opinion ," said Kaso.
Lamallari justified the fraud by saying he heard about it in the media.
The opposition also raised concerns about the way detention is used in Albania.
Lamallari admitted that the problem is real and emphasized that the approach to detention must change radically, thus giving a "slap" to the face to his leader Rama, who often says to put everyone in prison, even those who don't pay their electricity bills.
Lamallari said that "one of the greatest injustices is spending more time in detention than the time the court decides in the final decision," adding that prison should be seen as a last resort, when the conditions of dangerousness are met.

This has to do with the way the provisions are written, but also with their implementation in practice. Prison should be seen as a last resort, when the conditions of dangerousness are met. This requires awareness among all relevant actors, prosecutors and courts, and the role of partners also comes to the rescue here.
