The head of the Democratic Party Parliamentary Group, Gazment Bardhi , has published an accusation against Infrastructure Minister Belinda Balluku, accusing her of abusing public funds in a tender of 8.13 million euros for the construction of solar panels at the Zadeja Dam.

In a post on social media, Bardhi writes that the damage caused to the state budget is worth at least 5 million euros, while emphasizing that this illegality is also proven by a tender held by SPAK itself in August of this year.

Bardhi calls on SPAK prosecutors who are investigating this matter to act without delay and bring Belinda Balluku and Ergys Verdho to criminal responsibility for the damage caused to the state budget.

"The tender documents developed by SPAK in August 2025, which, despite the fact that the special prosecutors have them, we will make available to them again, constitute irrefutable proof of illegality, abuse and corruption in the electricity sector, authored by Belinda Balluku and her subordinates, managers of public companies. SPAK itself has managed to prove beyond any reasonable doubt that we are at least in the conditions of the criminal offense of "Abuse of Office". ", writes Bardhi.

Denunciation of Bardhi:

THE ILLEGALITY AND ABUSE OF BELINDA BALLUK WITH 5 MILLION EUROS IS PROVEN BY A TENDER THAT SPAK ITSELF CARRIED OUT IN AUGUST 2025!

On November 4, 2024, I reported to SPAK the corrupt tender for the construction of solar panels at the Zadeja Dam, worth 8.13 million euros, signed by Belinda Balluku and her subordinate, Ergys Verdho, causing the State Budget a damage of at least 5 million euros, which is known in whose pockets it ended up.

Specifically, the winning company of the tender would build the capacity of 1 MWp for a value of 985 thousand euros, while the same company in the private sector had built the same capacity for a value of 365 thousand euros or 620 thousand euros less. So, if the solar panels on the Zadeja Dam were built at the same prices as in the private sector, then the State Budget would save at least 5 million euros.

But, the illegality and abuse in this public procurement procedure are also proven by a tender that SPAK itself carried out in August 2025 for the construction of solar panels on the institution's terrace. Specifically, SPAK announced the tender with a fund limit of 80 thousand euros for 180 kWp or 444.4 euros per kWp. Whereas, in the tender organized by the Balluku-Verdho duo, one kWP costs the State Budget 985 euros, more than double the cost of SPAK.

If the tender for the construction of solar panels at the Zadeja Dam were to be carried out by SPAK, then this project would cost the State Budget 3.6 million euros, or 4.5 million euros less than it cost the corrupt duo Balluku-Verdho, thus proving the serious damage that has been caused to the State Budget, Albanian taxpayers' money, with the aim of illegally benefiting private companies linked to this duo.

Therefore, my call to the SPAK prosecutors who are investigating this corruption affair is to act immediately and without delay to conclude their investigations and to hold the Balluku-Verdho duo legally accountable for their illegal actions and inactions with very serious consequences for the State Budget and Albanian taxpayers' money.
