The senior Cypriot diplomat is visiting Tirana this Sunday, September 7, for a working visit, as a return visit after the recent trip of the Albanian Foreign Minister, Igli Hasani, to Cyprus. During his visit, Minister Kombos will address the meeting of the Heads of Diplomatic Missions (Ambassadors) of Albania and is expected to have meetings with President Begaj, Prime Minister Rama, Parliament Speaker Spiropali and his counterpart Hasani, as well as with the Archbishop of Albania, Ioannis.
In this interview, Mr. Kombos talks about bilateral relations and the still untapped potential in economic cooperation, the upcoming EU Presidency by Cyprus in the first half of 2026, his country's position on Kosovo, and other issues.
- Mr. Minister, thank you for this interview with Albanian Daily News. Visits by senior Cypriot officials to Tirana are very rare, while last June our Foreign Minister, Igli Hasani, visited Cyprus. How would you describe the current state of relations between Albania and Cyprus?
Our bilateral relations have followed a growing trajectory and have a particularly positive outlook. My visit is a follow-up to Minister Hasani's last one with the aim of building on this momentum by developing and deepening our cooperation in various sectors. I would also like to remind you of President Christodoulides' visit last May to Tirana, where he participated in the EPC Summit hosted by Albania.
- In your opinion, which areas deserve deepening of cooperation and represent the greatest mutual interest?
There is an untapped potential in all areas that, in our opinion, should be expanded with the aim of increasing economic cooperation, which would encourage and stimulate investments. At the same time, the promotion of new agreements, such as the avoidance of double taxation – negotiations for which will start soon – remains a cornerstone for the further development of our bilateral economic relations. It is also worth noting that the business community in Cyprus considers the Western Balkans region to be a very attractive space for the development of synergies. Albania offers an attractive combination of strategic positioning, economic momentum, supportive policies and new sectoral opportunities, making it a unique destination for Cypriot businesses. This is an opportunity that both Cyprus and Albania should seize and turn into an advantage.
In recent years, we have had to activate our evacuation plans and facilitate the evacuation of third-country nationals from all over the world on at least four occasions. At the same time, we have maintained an active stance on what is happening in Gaza on the humanitarian front. Most recently, we have also delivered 1,200 tons of aid there through international and regional cooperation.
- Mr. Minister, Cyprus is one of the five EU member states that has not recognized the state of Kosovo. Can you explain Cyprus' position on this issue?
Our position on Kosovo is well-known and consistent, in line with our broader approach. I would like to emphasize that at the EU presidency next year, Cyprus will be an honest broker.
At the same time, we need to see tangible engagement in the EU-facilitated Belgrade-Pristina Dialogue. The parties are expected to engage there in good faith. This is the only way forward.
- Although somewhat belated, Albania has recently taken important steps towards EU membership. How do you see Albania's progress and what are your thoughts on the Union's enlargement to the Western Balkans?
I would like to reiterate once again that Cyprus is supportive of Albania's membership perspective. EU enlargement to the Western Balkans is a geopolitical necessity in these challenging times. It is a promise of security, stability and prosperity.
The guiding principles of our Presidency, regarding enlargement, are strict but fair conditionality, respect for the principle of own merits and commitment to the EU's strategic interests. Progress on fundamentals and the rule of law, including minority and property rights, as well as sustained efforts against corruption, are a sine qua non.
We welcome Albania's engagement and dedication to the reform process, including full alignment with the positions of the PJSB, which is a testament to its commitment to European integration and our shared geopolitical vision. / ADN
