Democratic Leader Sali Berisha has made public detailed data on the patronage scheme in Region No. 2 of Fier, describing this as a criminal electoral network that extends to every cell of the narco-state.

For region 2 alone, 430 public administration employees have been identified who have been used for political purposes, most of whom are members or supporters of the Socialist Party.

The patronage agents were not party militants but civil servants in institutions such as the post office, water supply, regional hospital, taxes, OSHEE, Albpetrol, ISSH, schools, health centers and prisons. Each of them had complete personal and political data collected and linked to the polling stations. Berisha emphasized that this system was built under the leadership of Belinda Balluku.

For the most part they support or are members of the Socialist Party.

There are institutions like Fier Penitentiary Institution with 100% employees with political convictions for the SP. Or health centers, or regional hospitals where 80-90% support/vote for the SP.

Each of the state-employed patronage officers was tasked with collecting and reporting detailed personal data on civil servants within their institution or geographic sub-region (e.g., Region 1 or 2-Fier).

The data collected included for each employee of the directorate/sector they led:

Full names, ID numbers, phone numbers, and institutional positions/affiliations
Voting Center (VC) where each employee was registered
Personal contacts and family ties
Political affiliation or party affiliation (member, supporter, etc.)
Date of employment start (many of them newly hired, electoral hires)

Post Office -  Out of 9 employees of region no. 2, 6 have joined the PS

Fier Waterworks and Sewerage -  Fier Waterworks and Sewerage provided ID numbers, political affiliations, phone numbers, voting centers and job positions for 33 employees. 6 are members of the Socialist Party

Fier Penitentiary -  In the Fier Penitentiary, the 39 employees are, without exception, 100% of the PS.

DPSHTR – General Directorate of Road Transport Services

In the General Directorate of Road Transport Services, directly reporting to Belinda Balluku, there are 6 employees in regions 2 and 3.

For each employee, the mobile phone number, the date of appointment to the job are given. The voting center and political affiliation are noted, i.e. whether they are members of the SP or not. Out of 6 employees, 3 are members of the SP.

DRSSH – Regional Directorate of Social and Health Services

Nga 10 punonjës në rajonin nr 2. Nga 1 që është i anëtarësuar pothuajse të gjithë të tjerët votojnë për PS.

FSDKSH – Fondi i Sigurimit të Detyrueshëm të Kujdesit Shëndetësor

Janë shënuar emrat e 5 punonjësve në rajonin nr 2 .Secili ka shënuar dhe qendrën e votimit.

FSHU – Furnizuesi i Shërbimit Universal (nen OSSHE) në varësi direkte të Belinda Ballukut

Janë 6 punonjës në rajonin 2. Për secilin punonjës janë të dhënat personale dhe qendra e votimit. Nga 6 të punësuar 3 janë anëtarë të PS-së.

OSSH Fier - Në OSSH Fier nga 15 punonjës në rajonin 2, 7 janë anëtarë të PS-së. Për secilin nga emrat janë dhënë të dhënat personale, pozicioni i punës dhe qendra e votimit.

Në spitalin rajonal të Fierit - 50 punonjës në rajonin 2. Për secilin punonjës janë dhënë emër, atësi, mbiemër pozicion pune dhe qendra e votimit. Për secilin është dhënë nëse është anëtar i PS-së si dhe për kë voton.

Nga 50 punonjës 31 janë anëtarë të PS-së,pra afro 62 %. Votojnë PS-në 33 punonjës (66 %).

Tension i lartë OSSH në varësi të Ballukut -3 punonjës në rajonin e dytë. Nga këta 2 janë anëtarë të PS-së, por votojnë të 3 PS.

Tatime Fier- Nga tatimet Fier janë ish vartësit e Ceno Klosit. 4 punonjës në rajonin 2, 2 janë anëtarë të PS-së, një është PD/PS.

Duke pasur parasysh drejtoritë që ata punojnë këta persona mund të jenë përdorur gjatë fushatës së Belindës dhe Cenos në mënyrë që të intimidojnë biznese/qytetarë  e të kërkojnë votat për PS-në përkundrejt lehtësive apo gjobvënieve.

NJVKSH – Njësia e Kujdesit Vendor të Kujdesit Shëndetësor, Fier

Nga 21 punonjës në rajonin 2. Për të gjithë jepen pozicionet e punës. Në kolonën e fundit kontrollohet sjellja. Nga 21 punonjës, 18 kanë sjellje të mirë, pa janë mbështetës të PS-së.

Nga qendrat shëndetësore janë evidentuar 126 punonjës në rajonin 2

Për secilin janë dhënë informacion i detajuar, emër, mbiemër, pozicion pune. Numri i kartës së identitetit, qendra e votimit

Sjellja – 80 %  kanë sjellje të mirë (mbështesin PS-së).

Duke pasur parasysh sa të rëndësishme janë qendrat shëndetësore për cdo familje mjekët e familjes apo infermierët është kriminale politizimi dhe kontrolli dhe intimidimi i personelit të këtyre QSH për tu angazhuar në fushatë për PS-në.

Political affiliation – 5 out of 7 are from the Socialist Party.

16 employees have been identified by UKF in region 2.

Detailed information has been provided for each employee, including name, patronymic, surname, job position, and voting center. Political affiliation has not been filled in.

ASHK has identified 23 employees in region 2. Detailed information has been provided for each employee, including name, patronymic, surname, mobile phone number, and CV.
