In a press conference, the leader of the Democratic Party, Sali Berisha, stated that the Socialist Party has transformed the public administration into a structured electoral network, where civil servants are used as instruments of pressure on citizens, as well as personal data and public services are misused for political purposes.

"Despite international criticism, no real reform or investigation was undertaken by Altin Dumani for the use of the patronage system by the crime party, the Socialist Party", declared Berisha.

"On the contrary, it was perfected during the years 2023–2025, being administered by AKSHI under the control of Mirlinda Karçanaj, and giving access to the SP for voter profiling," Berisha said.

Berisha's full statement:

Today I return to you and all Albanians once again a fundamental, destructive issue for every electoral process, unconstitutional, illegal, against the most basic international principles of free elections: the system of patronageists, built by the head of the criminal organization, Edi Rama and fanatically defended by the deputy head of the electoral criminal organization, Altin Troplini.

In any society, the elections that take place in the presence of the state party, as if all other factors are removed, are a farce, a farce and only a farce because they mark the establishment of an extreme inequality on the battlefield, the use of all state resources by the state party in the electoral race.

The system of patronage, openly denounced, repeated by international observers, comes in flagrant contradiction with the Constitution and the separation of powers.

It is contrary to the electoral code and other laws of the country.

It comes in flagrant contradiction to the Copenhagen Charter for free elections, CoE directives, the Venice Code.

The patronage system means the use by the state party of all human resources that by law and the Constitution must be neutral in the elections, i.e. the transformation of state institutions into electoral institutions and the employees of these institutions into electoral operators.

Here, I have presented to you some data from the Fier region, but that the system works the same in every region.

This presentation aims to make transparent the functioning and criminal terror exercised against, and by the public administration, for vote violation; the structure, digital tools and legal consequences of this system.

Origins and Institutionalization

•In 2021, Lapsi.al data including over 910,000 Albanian citizens, including names, ID numbers, phone numbers, workplace, and political preferences, leaked to the media.

• Each voter had a "patronageist" — mostly a voting executioner, an employee of the state administration, paid with public money, tasked with following, manipulating, or exerting pressure on the citizen before and during the elections.

B. System Improvement during 2023–2025

• Despite international criticism (from the OSCE/ODIHR Missions, the Council of Europe, the European Parliament), no real reform or investigation was undertaken by Altin Dumani for the use of the patronage system by the crime party, the Socialist Party.

On the contrary, the government further expanded this system. Ministries, municipalities and state-owned enterprises were transformed into electoral headquarters, while civil servants were used as vote controllers.

• Data continued to be collected through government-run platforms

•The database of the patronage system is administered by AKSHI
(National Agency for the Information Society), headed by the notorious Mirlinda Karçanaj.

•Edi Rama, Mirlinda Karçanaj have access to the entire system.

• Political coordinators have access to the System for Running Districts.

• Databases with personal data of each voter are provided for use by the electoral headquarters of the Socialist Party for electoral profiling.
