The municipality of Tirana has rejected the request of the Democratic Party to hold the protest on December 6 on the boulevard "Dëshmorët e Kombit", on the same day when the EU-Western Balkans summit will take place in the capital.
In the reply sent to the DP, it is said that most of the roads will be used for this summit, while the Municipality of Tirana proposes to hold the protest in "Skënderbej" square.
Full answer
In response to your request registered with Tirana Municipality with no. prot. 41516, dt. 23.11.2022, through which you request permission to place a pulpit in the framework of the organization of a protest rally on Dëshmorët e Kombitt boulevard, from 12:00 to 16:00, as well as based on the letter made public by the Directorate Local Police Tirana with no. E-431 prot., dt. 24.11.2022, where the organization of this gathering is prohibited because it contradicts the security perimeter cited in the relevant letter, we inform you that your request cannot be approved.
The Municipality of Tirana, as a unit of local self-government, in whose territory the European Union Summit for the Western Balkans will be organized, is engaged in the organization of this Summit, according to the scope of the functions it covers.
Due to the above, the Tirana Municipality has found it impossible to provide you with a permit for the occupation of public space for the gathering that you request to be held on "Dëşmorët e Kombit" Boulevard. Given that due to the European Union summit being held in the city of Tirana, most of the streets in the city will be in function of the smooth running of this summit, without infringing your right to assembly, we propose its development near Skenderbej Square.
For the above, if you agree with this proposal, let us know as soon as possible, so that the Municipality of Tirana can proceed with issuing the relevant permit for the development of this gathering.
