In one of the draft laws that is being discussed today in the Parliament of Albania, it is the one for speeding up the approval of the law for the Port of Durrës.
During his speech in the floor of the Parliament, Enkeledj Alibeaj requested that this draft law not be approved with an accelerated procedure as he emphasized that this law costs 2 billion and 100 million euros while calling on the majority to make the documents transparent.
Enkelejd Alibeaj: Why, today, when we have to discuss the budget, do you suddenly bring the Port of Durrës with an accelerated procedure? Why prompts you and all of you to move quickly? This is the bill that you want to pass with great speed, a bill that has 5 articles together with the entry into force.
This law is the law that costs the most in 30 years, 2 billion and 100 million euros is the cost of this draft law with 5 articles. 400 million 2 articles and you want to pass it with an accelerated procedure today when the budget is discussed in this great nebula. Today you are doing nothing but cutting the ribbon of an economic affair that can very quickly turn into a corrupt affair.
There are only 5 articles, while negotiations have been going on for 1 year, what has been given and what has been taken? What is the amount that the state earns? You are selling 1 million square meters from the heart of Albania, the Port of Durrës for 2 billion and 100 million. This amount will shut the mouths of many of the media, it may also shut the mouths of many organizations, but the mouths of the opposition MPs are not captured.
Was there any other subject who was interested? Has there been any competitive procedure to offer the Port of Durres to someone who can offer more than that? Sneak in today for the biggest economy deal. I request that the Assembly not approve the adoption of this law with an accelerated procedure, the government bring all the documents. The fact that you didn't bring them today, you love it, passed quickly, that's where the devil hides.
Today is the ribbon cutting of an economic affair which, when the documents come to light, can turn into a corruption affair. Avoid this, make it mandatory for the MPs. Abandon fast-track approval and make documents transparent.
The draft law for speeding up the procedure for the draft law for the Port of Durrës was approved with 62 votes in favor and 20 against.
