Ukraine's president says it would be "absurd" if Ukraine is not offered NATO membership at the alliance's summit.
Volodymyr Zelenskyy says that Ukraine "deserves respect", adding that there appears to be no "willingness" to invite Ukraine to NATO or to make it a member of the alliance.
He wrote on Twitter: " It is unprecedented and absurd when no time frame is set for either the invitation or the membership of Ukraine. While at the same time vague wordings are added for the 'conditions' for the invitation of Ukraine ".
"It seems that there is no willingness either to invite Ukraine to NATO or to make it a member of the Alliance.
"This means that a window of opportunity is being left to negotiate Ukraine's NATO membership in negotiations with Russia. And for Russia, this means motivation to continue its terror."
Discussions about Ukraine's membership are expected to dominate the two-day summit. While NATO members agree that Ukraine cannot be united during the war, they have not agreed on how soon it can happen afterwards and under what conditions.
