Towards the end of last year, after the Covid 19 pandemic, a flow of visits by European leaders to China has been observed. The visits started with German Chancellor Olaf Scholz to continue with Spanish Prime Minister Pedro Sanchez and last week French President Macron and EC President Ursula von der Leyen.

The visits to China by the leaders of France and the European Union are expected to bring new opportunities to resume and promote cooperation in more sectors in the post-pandemic era, as well as narrow their differences while reviving unity for the peaceful resolution of hot global issues. The editor-in-chief of the online portal Argumentum.al, Marjana Doda, commented on these visits in an interview for the China Media Group.

CMG: Is there any significance to the flow of visits by the heads of European states Germany, Spain and now France and the EC to China, in a post-pandemic period?

Marjana Doda: This shows first that China is no longer just an economic power, but has an important role in the international arena in terms of geopolitics. A fact that can neither be ignored nor neglected. Olaf Scholz is the first European leader to visit China after the 20th CCP Congress. This was also his first visit after taking office as German Chancellor.

Of course, these visits take on greater importance now that the geopolitical situation has been turbulent for a year and where the rhetoric of war and fierce conflicts are present more than ever at the top of the international agenda.

A very important diplomatic month between China and Europe follows.

The visit of Spanish Prime Minister Sanchez to China, despite the fact that it came on the 50th anniversary of diplomatic relations between the two countries, had international events on the main agenda.

These visits show the important approach of Europe towards China not only in the economic aspect, but also in the geopolitical one. We have seen and accepted China in terms of its economic development as a leader in world geopolitics. This fact is already being accepted by other countries and mainly by the European Union.

This is a key moment because China has come up with a new vision in its approach to foreign policy

As China itself has often emphasized the importance of a multipolar world, I believe that these countries support this idea and that China can play an important role in the international arena. China proved last month that it is ready to play an important role in the region and beyond, where we saw two countries like Saudi Arabia and Iran restore diplomatic relations thanks to China's mediation.

CMG : French President Macron's visit to Beijing seems to have been successful, which was made public by him. The French head of state was accompanied by a delegation of 60 well-known figures from the political, business and cultural circles of France. The two sides published a joint statement, covering all aspects of strengthening political dialogue, joint promotion of world security and stability, economic exchanges, resumption of cultural relations, joint response to global challenges, etc. How do you comment on President Macron's visit to China?

Marjana Doda: Undoubtedly a successful visit. This is not only in the France-China relationship, in a close direct economic-political relationship, but above all in the France-China relationship in the face of geopolitical challenges.

CMG: Both countries have a consolidated relationship because next year will mark the 60th anniversary of these relations.

Marjana Doda: Macron's visit to China with a delegation of 60 well-known political, cultural and economic figures first shows the importance of long-term cooperation, which aims to promote economic and cultural exchanges.

As the leaders themselves, Macron and Xi Jinping, China and France, are determined for a multipolar world and for a greater role in international relations, for a comprehensive strategic partnership to practice true multilateralism for peace, stability and prosperity global.

President Xi emphasized that China and Europe are two major powers, major markets and major civilizations in the world. China-Europe relations affect the well-being of both sides and the stability and prosperity of the world in general. China will keep its Europe policy stable in the long term, continue to see Europe as an independent force in a multipolar world, and remain committed to a China-Europe.

Beyond the courtesies involved in a high-level official visit, what makes this visit successful is that Presidents Macron and Xi Jinping represent two visions, which in my view have found a common ground during this visit, even that took the first step of cooperation between China and France for the fulfillment of these visions.

Xi Jinping's vision "Community with a shared destiny for mankind" as a commitment to its role in the world, a fairer and more inclusive international order.

Also, China has recently advanced three documents on the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative as public alternatives to promote world modernization and the advancement of human civilization. These initiatives form the foundation of China's vision for the future.

Macron and von der Leyen's visits to China, objectives and expectations
Xi and Macron

French President Emmanuel Macron has revealed his vision for the future of the European Union. Macron has called for the creation of a joint military force and general policies in terms of defense and the fight against terrorism. The French President has invited all the leaders of the European Union to cooperate with him in reforming the bloc.

The French president has dared to speak about big truths, starting from the reform of the EU and up to the "brain death of NATO", which translates to a revitalization of this organization, at least that's what Macron implied.

While last year with the six-month presidency of the Presidency of the European Union, France also presented the "European Political Community". A new European organization that would allow democratic countries that share values, to find a new space for cooperation in different fields".

So Macron is consistent with his political actions, which means that there is a necessary spirit of change. So a new wind in our geopolitics both on the European continent and on the Asian continent, where Xi Jinping's vision for a multipolar world is already materializing thanks to these visits by European leaders, who are now all eyes and ears from China.

When we talk about visions, there is a need for the cooperation of other European leaders, but in Macron's visit to Beijing, I saw that they already took the first joint step to create a new cooperation. The two sides have agreed not only on a progress in bilateral relations, but above all to take this strategic partnership to a new level.

CMG: On the same days as President Macron, the official and President of the Council of Europe, Ursula von der Leyen, visited Beijing. This year marks the 20th anniversary of the establishment of the China-EU comprehensive strategic partnership, but China-EU relations since 2021 have been cold. After the meeting with the Chinese head of state Xi, the head of the EC spoke in favor of resuming the EU-China economic dialogue. While President Xi said that China and the EU should create "correct" mutual understanding and avoid misunderstandings and wrong judgments.

Marjana Doda: If we stop at the tripartite meeting between the Chinese President Xi, the French counterpart Macron and the head of the EC, I would describe it with the phrase: dialogue, partnership and pragmatism. China and the EU are two big markets, but also big civilizations, and their cooperation rises to another level economically, but also geopolitically, and has a global influence and importance.

EC President von der Leyen's visit to China was also an opportunity to address bilateral economic and political relations, but also to ensure an even more open cooperation in the face of the global challenges we face today, such as climate issues, but also the Russia-Ukraine conflict.

Since we are in a jubilee year that marks the 20th anniversary of the establishment of the China-EU comprehensive strategic partnership, this visit by the president of the Council of Europe is also a signal for a restart of economic relations and further China-EU cooperation.

China supports European integration and strategic autonomy and supports the EU to play an active role in international affairs and at the same time demands the same from the EU to respect China's approach to the international arena.

CMG: The Russia-Ukraine conflict was the focus of talks between leaders Macron and Von der Leyen with the Chinese president and premier. Facing the concerns of France and Europe, China proposed five specific measures, including supporting the European side to play a role in the political resolution of the crisis, strictly respecting international humanitarian law, and resuming peace talks as soon as possible Possible. Macron and Von der Leyen expressed their "willingness to cooperate with China to find a way to promote peace and talks."

Are these talks expected to influence the end of the crisis in Ukraine?

Marjana Doda: After proposing a 12-point plan to resolve the conflict in Ukraine, China calls for a cease-fire and peace negotiations, and after Xi Jinping's official visit to Moscow, naturally all attention is on China.

Therefore, all the international media rightly quoted French President Emmanuel Macron where he asked his Chinese counterpart Xi Jinping to play his role and "bring everyone around the negotiating table" for the Russia-Ukraine conflict.

During his bilateral meeting with the Chinese president, Macron referred to a "strategic partnership" between the two countries and said it is also about "talking about peace and stability in the world".

Personally, I think that this China-France partnership can put an end to this conflict that has turned into a serious danger for everyone as long as the rhetoric of nuclear weapons is mentioned.

We remind you that this conflict takes place in the east of Europe, so the EU itself and its members are rightly concerned not only about its escalation, but also about the economic and social consequences that this conflict causes. On the other hand, one of the parties to this conflict is Russia, a country neighboring China, and it is necessarily worrying for China that its neighbor is in this dangerous discourse of war.

In addition, as permanent members of the UN Security Council, France and China must cooperate to maintain an international order capable of facing current challenges.

What I appreciate about China's commitment and commitment, even during Macron's visit regarding the Ukraine-Russia conflict, is the support of international law, international organizations such as the United Nations, and above all, the most marginalized groups in the conflict, such as children. women, girls, i.e. civil protection, as well as in the humanitarian aspect.

It is important that China has strictly demanded the prohibition of the use of nuclear weapons, requiring a solemn pledge to this fact.

China is today the key actor that can mediate peace between Russia and Ukraine./CRI
