A document described as "Top Secret 2", and included in the indictment against Fatmir Sheholli for espionage, has sparked major debate in Kosovo due to allegations of links between the Muslim community and the Serbian intelligence service BIA.

The authorship and authenticity of the document in question have not yet been publicly clarified. It claims that funds from "Islamic embassies" in Belgrade would be used to build mosques in Kosovo, with the aim of increasing Islamic influence, dividing Albanians, and creating conditions that would serve Serbia's interests.

The prosecution has included the document as material in the Sheholli case, but has not publicly announced what evidence proves its authenticity. The Islamic Community of Kosovo strongly denies these claims and calls the document fabricated, demanding that institutions investigate its origin.

BIK also emphasizes that the construction and financing of mosques in Kosovo was done through legal procedures. The publication of the indictment has also caused accusations on social networks against BIK and the Muslim community in general. Experts warn that a case that should be treated individually and judicially is at risk of turning into collective blame and inciting interfaith polarization.

Security and justice experts are calling on institutions to clarify whether the document is authentic and what probative value it has. They emphasize that, until a court decision, the document's content should be considered an allegation and not a proven fact.
