Arab and Muslim states with joint statement: Hamas to hand over weapons, Palestinian Authority to take control

For the first time, a group of Arab and Muslim states, including Qatar, Saudi Arabia and Egypt, have made a joint call for Hamas to relinquish power in the Gaza Strip and hand over weapons, as part of a solution to end the protracted conflict with Israel.

The statement was also supported by all 22 member states of the Arab League, the European Union as a whole, and 17 other countries, during a United Nations conference organized by Saudi Arabia and France in New York.

The purpose of the meeting was to promote a peaceful solution to the Palestinian issue and implement the two-state formula. The adopted document emphasizes the need for "governance, rule of law and security throughout the Palestinian territory to be exclusively under the authority of the Palestinian Authority, with appropriate international support."

Clearly, it states that "Hamas must end its rule in Gaza and hand over arms to the Palestinian Authority," as part of an internationally supported process and in line with the objective of creating an independent and sovereign Palestinian state.

The statement also condemned Hamas's October 7, 2023 attack on Israel, while proposing the creation of a "temporary international stabilization mission," which would be deployed at the invitation of the Palestinian Authority and under the auspices of the United Nations.

"We welcome the readiness of some countries to contribute troops to this mission," the document concludes.
