"At the moment there is no agreement, but steps have been taken in the right direction".

It was shortly after midnight when the President of the European Council, Charles Michel, held a quick press conference to communicate the outcome of the informal dinner between the EU leaders, which had ended shortly before. "It is our duty to make a decision on the appointments by the end of June." Michel refers to the European Council "next week", scheduled for June 27 and 28.

There are no cell phones or counselors. Secret ball. And the president of the Commission, Ursula von der Leyen, who is being talked about for reconfirmation, is not in the room.

The informal dinner among EU leaders for the top jobs of the European institutions - the top jobs as Brussels calls them - began at around 21:15 on Monday after the usual speech by the President of the Parliament, Roberta Metsola, to the heads of state and government. .

Before the discussion on the main positions there was a discussion between the negotiators of the two main political groups: Polish Prime Minister Tusk and Greek Prime Minister Mitsotakis for the People's Party, German Chancellor Scholz and Spanish Prime Minister Sánchez for the Social Democrats. Then the liberal negotiators were added: French President Macron and Dutch Prime Minister (outgoing) Rutte. Negotiators until yesterday were Belgian Prime Minister De Croo and Estonian Kaja Kallas, who, however, is a candidate for EU diplomacy.

There is one point the six negotiators have in common: no one wants a stretched alliance with Giorgia Meloni's ECR conservatives. Scholz was particularly direct: It is clear that there should be no support in the Parliament for the President of the Commission which is based on right-wing parties and right-wing populists. Tusk chose a more complex formula. "It is not my job to convince Meloni, we already have a majority with the EPP, liberals, socialists and other small groups, my feeling is that it is already more than enough".

There are four boxes to fill on the table: the president of the Commission, the European Council and the Parliament, the role of the High Representative for Foreign Affairs. The dinner is defined as "informal" because it did not involve decisions. Yesterday "was an opportunity for a deep and transparent exchange, to share priorities, expectations, hopes", said Michel.

However, Meloni disputed the type of approach to the discussion, which according to her started from the names and not from the "signals of the European elections". The People's Party came to the table with an additional demand, which emerged at the EPP pre-summit, where Croatian Prime Minister Plenkovic and other leaders demanded greater recognition for the People's Party, given the election result that gave them 190 MEPs against 136. of S&D and 80 of Renew Europe. So they want the presidency of the European Council for two and a half years, which until now was destined for the socialists. It has been customary for the President of the European Council, whose mandate according to the treaties lasts two and a half years, to be confirmed for the next two and a half years.

Now the EPP is aiming for a relay similar to that of the EU Parliament, but the Socialists disagree and want their candidate, former Portuguese prime minister António Costa, to cover both terms. The current Prime Minister of Lisbon, Luis Montenegro (EPP), said that "it is important" that Europe "does not enter a deadlock on the appointment of EU leaders". The aim is to act quickly. But there is the logic of the package: the agreement must be for all four names. Viktor Orban's no to von der Leyen remains, but is not binding. The Hungarian Prime Minister wrote in X that "the will of the European people was ignored today in Brussels"./ Corriere della Sera
