Saudi Arabia said on Sunday that more than 1,300 people died on this year's Hajj pilgrimage due to the heat and "unauthorized" trips accounting for more than four out of five deaths.

"The health system addressed multiple cases of heat stress this year, with some individuals still under care. "Unfortunately, the death toll reached 1,301," the Saudi government said in a statement as it released the first official figures.

The statement said 83% of those who died were "unauthorized to perform the hajj" and "walked long distances in direct sunlight without shelter," according to CNN.

Among the dead were "some elderly and chronically ill", he said, adding that the families of all the dead had now been identified.

Extreme heat has been cited as the main factor behind the hundreds of deaths and injuries reported this year during the Hajj. Mecca, the holy city that is a hub for Hajj pilgrims, saw temperatures soar to a record 51.6 degrees C on Monday.

Various authorities have also said that the problems are compounded by the number of unofficial pilgrimages.
Saudi Arabia requires every pilgrim to obtain one of the 1.8 million licenses available to legally enter Mecca. These licenses can cost several thousand US dollars. Unlicensed pilgrims usually do not travel on organized tour buses with air conditioning or easy access to water and food supplies.

The Saudi government also appeared to suggest that the unauthorized nature of many of the trips had been a factor in how long it had taken to issue an official death toll, as it had complicated the identification process.

"Identification completed, despite the initial lack of personal data or identification documents. The appropriate processes were followed for the identification, burial and honoring of the deceased, with the death certificates secured," the statement said.
Some pilgrims have complained about the poor infrastructure and organization of this year's Hajj. Even pilgrims on official tours spend most of their day walking outside in the scorching heat.

Several witnesses have told CNN how they saw worshipers pass out and pass by bodies covered in white cloths.
