The President of Kosovo, Vjosa Osmani, said on Wednesday that Serbia has created a crisis in recent weeks, in order not to discuss the final agreement between Kosovo and Serbia. She made these statements at a joint press conference with Bulgarian President Ruman Radev in Sofia.

"It is time for the mediators of the dialogue, the European Union, to understand that Serbia has used the tactic of obstruction, through participation."

According to Osman, the Serbian side discusses at the table with conditions and obstacles. "This is the way they try to block Kosovo's perspective in the region and at the international level. Of course, it is in our interest to conclude this dialogue with a legally enforceable agreement, and we must understand that the party on the other side of the table is not interested in concluding this process successfully."

The President of Kosovo has said that Serbia has started producing crises since the European Union, supported by the United States, France and Germany, made the proposal months ago to resolve the disputes between the two countries.

This plan, known to the public as Franco-German, foresees several steps leading to the solution of the problems between Kosovo and Serbia. "Our interest is the opposite, so that the discussions start as soon as possible", said Osmani, adding that he hopes that the EU will send a message to Serbia that it can no longer block the process.

The existence of the EU proposal has been confirmed by the leaders of Kosovo and Serbia. In Kosovo, it was seen as a "good basis" for further discussions within the dialogue for the normalization of relations with Serbia, which is mediated by the EU. Meanwhile, in Serbia they said that this plan is not in her favor.

Earlier, the Serbian president, Aleksandar Vucic, stated that the plan envisages that Serbia will not prevent Kosovo from joining international organizations, including the United Nations, in exchange for accelerating its membership in the EU.

"It is time for Serbia to finally decide in which direction it wants to go. In the direction of Europe, or in the direction of Moscow? You cannot be with both sides", said Osmani.

Tensions between Kosovo and Serbia have been high since the summer, due to a decision by the Government of Kosovo to re-register cars with Serbian license plates in the RKS - Republic of Kosovo.

In November, the two countries reached an agreement on license plates, mediated by the European Union. The agreement stipulates that Kosovo suspends the plan for re-registration of cars and that Serbia no longer issues Serbian license plates to citizens in Kosovo.

Kosovo and Serbia have started negotiations for the normalization of relations in 2011, with the mediation of the European Union.

The negotiation process is expected to end with legally binding agreements. Although Kosovo declares that this agreement should include mutual recognition, Serbia does not accept, insisting on a "compromise solution". /REL
