Only Kosovo passport holders will benefit from visa liberalization, which does not apply to Kosovo citizens who have passports issued by the Serbian authorities.

The spokeswoman of the European Commission, Anita Hipper, confirmed this in a written response to REL. Serbs in Kosovo have been excluded from visa liberalization even when Serbia got rid of them in 2009. However, the EC makes it clear that it is working to ensure that all citizens of the Western Balkans region enjoy freedom of movement in what is known as the Schengen and consists of dozens of European countries.

"As we move forward with visa liberalization for Kosovo, the EU is determined to ensure that all citizens of the Western Balkans are included in the EU visa-free regime, provided the conditions for safe travel are in place," Hipper said. .

After the signing of the legal act on the liberalization of visas for Kosovo, on April 19, the rapporteur for visas of the European Parliament, Thijs Reuten, also affirmed that the visa waiver only applies to Kosovo passports. "The legislation has been formulated very carefully, as it is said, nothing more, nothing less: citizens of Kosovo with a document issued by the Kosovo authorities can travel freely", was his comment.

The decision on free movement for citizens of Kosovo is expected to enter into force on January 1, 2024. Citizens of Serbia with a residential address in Kosovo, passports are issued by the Coordinating Administration, which operates within the Ministry of Interior of Serbia.
