Italy chose Giorgia Meloni, the long road to forming a government
Giorgia Meloni

Italy looks right. The center-right coalition, with the first political force "Brothers of Italy", emerged victorious from the voting for the general parliamentary elections, with over 26% of the votes.

Leader Giorgia Meloni could thus become the first female prime minister in Italian history.

However, it will take several weeks before a new government is reached and the steps are as follows.

ANNOUNCEMENT OF THE ELECTED - After the elections, a few days are expected for the announcement of the elected from the electoral offices in the Courts of Appeal. This year, this transition may be more complicated due to the law that has reduced the number of deputies from 945 to 600.

FIRST CHAMBER SESSION – The meeting of the new MPs and Senators is already set for October 13, although the time is yet to be decided. In this first session, the elected representatives are announced and the presidents of the Chamber of Deputies and the Senate are elected.

ELECTION OF THE PRESIDENT OF THE SENATE –  The systems are radically different for the two branches. In Palazzo Madama everything is necessarily determined by the fourth vote.

The first and second vote is by an absolute majority of the members, the third vote is by an absolute majority of the senators present. If no one reaches even this majority, the vote is held a fifth time.

HOW DOES THE ROOM WORK? –  The "game" in Montecitorio is a bit longer. In the chamber, two-thirds of the members are needed in the first voting, in the second and third voting, the quorum is reduced to two-thirds of the voters, and from the fourth voting, an absolute majority of votes is sufficient. The fifth ballot has never been passed since 1948. Therefore, the election of two presidents should not go beyond October 15, a Saturday.

CONSULTATIONS -  After the presidents of the Chamber and the Senate have been elected, usually the President of the Republic calls the consultations. In the absence of obstacles, the consultation window can be opened as early as October 17-18. The first to go up are the former presidents of the Republic (in this case a phone call with the president emeritus Giorgio Napolitano is likely), then the two newly elected presidents and the representatives of the parties present in the Parliament. The leaders of the groups are usually heard, who are usually joined by the leaders of the parties.

GOVERNMENT FORMATION –  If the outcome is clear, the consultations are quick, they end with the appointment of the prime minister, usually within a few hours of completion. If the outcome is uncertain and no coalition wins outright, there are likely to be more "rounds" of consultations, with exploratory tasks being given, usually to the presidents of the Chambers, or pre-assignments to prominent institutional exponents.

RECORDS -  Do not forget the longest work in republican history for the formation of the government, 88 days for the birth of the "Conte 1" government. The formation of the government is regulated by Article 92 of the Constitution, which states: "The President of the Republic appoints the President of the Council of Ministers and, on his proposal, the ministers."

OBLIGATION OF THE CHAIRMAN OF THE COUNCIL –  After the President of the Republic gives the task to the President of the Council, the latter usually accepts conditionally and carries out 'consultations' with the parties willing to support his executive. It begins with the formation of a program and the drafting of a list of ministers. If the result is clear, these 'consultations' are usually completed within a day or two.

REWARDING THE RESERVE –  If the prime minister's consultations at the helm are successful, he returns to the Quirinale, dissolves the reserve and is appointed prime minister. Upon leaving the studio in Vetrata, where he has just spoken with the head of state, the new chairman of the Council reads the list of ministers. We remind you that ministers are appointed by the President of the Republic on the proposal of the Prime Minister, pursuant to Article 92.

THE OATH OF THE GOVERNMENT -  A day after or even a few hours after the dissolution of the reserve, the prime minister and the ministers are sworn in at the Quirinale in the hands of the President of the Republic. Therefore, if the result was clear and no political obstacles emerged, the government could be sworn in by the last days of October.

BELL CEREMONY – After descending from the Quirinale Hill, the Prime Minister goes to Palazzo Chigi, the seat of government, where he is welcomed by the outgoing Prime Minister. On the first floor, in the Galer hall, the outgoing prime minister hands over the bell to the young man, the ringing of which starts the meeting of the Council of Ministers.

FIRST SESSION –  The outgoing Prime Minister leaves Palazzo Chigi and the new Prime Minister convenes the Council of Ministers for the first time during which the Undersecretary to the Prime Minister and the Secretary of the Council are appointed and proxies are assigned to ministers without portfolio. The government officially takes office and can start passing decree-laws and draft laws, the main means of its activity.

CONFIDENCE –  After taking the official oath, the prime minister needs a day or two to write the programmatic speech with which he will appear in the Chamber (this time we start from Montecitorio) to ask for confidence. With the new numbers of parliamentarians, now 201 will be needed in the House and 104 in the Senate. However, even without confidence, the government is now officially operational: this means that the prime minister can now attend international summits. Once trust is gained, the government is fully functional.
